Outcomes for Today’s Presentation • Know the State Role in Providing Technical Assistance to Districts Applying for SIG • Know the District Responsibility regarding External Providers/Publishers/Programs • Know the External Providers Role and Responsibility in supporting SIG Schools • Be able to complete the section of the SIG application pertaining to External Providers

  3. USDOE Guidance for ADE • Federal Register / Vol. 75, No. 208 / Thursday, October 28th, 2010 / Notices: “In determining the strength of an LEA’s commitment … (ADE) … must consider the extent to which the LEA … will … recruit, screen, and select external providers … to ensure their quality”

USDOE FY 2010 Guidance for ADE • H – 4: ADE determines if application includes how the LEA will recruit, screen, and select EP to ensure quality of EP • H – 19: During implementation, the LEA uses the EP’s expertise to ensure model components are implemented. • H – 19a: The LEA screens the EP prior for “meaningful plan to contribute”. • I – 2: ADE determines if application includes how the LEA will recruit, screen, and select EP to ensure quality of EP • I – 24: ADE can provide technical assistance in a “number of ways” • I – 24a: ADE can develop and provide samples, tools, examples of LEA / EP interaction. • J – 2: Spring or Summer PRIOR to Implementation activities include “Rigorous Review of EP” • J – 9: LEA should be “careful” about using EP in Planning for SIG

ADE Guidance on EP’s • RFP provides a list of providers that have met evaluation criteria established by ADE (Handout) • Advantages of using a vetted list of providers: • Can be contracted w/o local RFP • Screened for Longevity • Screened for Previous Success • Disadvantages: • May not meet your needs

LEA Responsibility • Gather and analyze data to determine specific targeted needs. • Determine if an EP or additional resource is needed. • Create a rubric to recruit, screen, and select an EP that includes how the EP/publisher/program will address the targeted needs. • Create criteria and an evaluation tool to assess effectiveness of EP/publisher/program. • Align the EP’s Scope of Work to the SIG Plan and needs informed by the data analysis. • This will demonstrate LEA Capacity

  7. Scope of Work LEA works with the EP to create a scope of work prior to the delivery of services. A complete scope of work includes: • Expected Outcomes • Benchmarks along the way to assess effectiveness and ensure accountability • Timeframe with person assigned to specific action/implementation steps • “Exit Strategy – Gradual Release” to ensure sustainability and build capacity

  8. ADE’s Examples • Good: A positive example of EP • Not Good: A negative example of EP

  9. Lessons Learned • The LEA is responsible for the school’s success/failure and how the EP/program is implemented to create the success/failure • LEA needs to ensure the results/efforts will be sustained after the EP is gone • EP should offer more than just “canned” products • The pricing should reflect the actual work and/or product delivered in the most cost-efficient way
