  1. Capacity Development Programme • To coordinate the implementation of the Africa-wide Capacity Development Strategic Framework (CDSF) targeting individual, institutional and enabling policy capacities by: • Enhancing Leadership & Citizen transformation, Unlocking African skills potential; Capacities of capacity developers; Knowledge & innovation systems; • Building partnerships to promote Africa’s CD priorities and alignment for sustainable results; • Providing technical support in strengthening key African institutions particularly of RECs; • Facilitation of systematic evidence-based CD knowledge exchanges and mutual learning; • Fostering CD mainstreaming in national development & NEPAD processes for effective results; • Developing capacities for voice and participation in global agendas in pursuit of Africa’s transformation.

NEPAD CDSF Cornerstones _____________________________________________________ CDSF is built around six (6) cornerstones: Leadership transformation; Citizen transformation; Utilising African potentials, Skills and resources for development; Capacity of capacity builders; Integrated approaches and continuous improvement processes; and Knowledge-based and innovation-driven processes

APDev works on Aid Effectiveness,towards • A common voice on effective development coop in Africa • More effective use of development resources for DE Concretely, this means: • APDev mobilized Africa’s collective input towards negotiations at the High Level Forum IV in Busan • Development of African Consensus and Position on DE as the negotiating frame at the High level Event • Facilitating Africa’s input in shaping the new GP and terms of engagement APDev works with African institutions on cross-border issues such as Trade Facilitation

APDev works on South-South Cooperation,towards • Mutual learning of what works and what does not work in development • More effective knowledge sharing across institutions, countries and continents Concretely, this means: APDev is capturing and publishing case studies on Africa’s experience in collaboration and cooperation across countries (intra-Africa and inter-continental APDev fosters knowledge sharing across institutions through regular hands-on knowledge exchange dialogues on how to effectively address development and capacity challenges

APDev works on Capacity Development,towards • Empowered institutions that more effectively deliver results • A more systematic improvement of individual and institutional capacity , supported by effective policy frameworks Concretely, this means: Multi-agency APDev collaboration NEPAD publishing a report, assessing Africa’s capacity as a baseline towards an effective & coherent addressing capacity needs in African countries APDev actively supports the development of capacities in African institutions, i.e. RECs, through targeted and practical monthly training and knowledge exchange sessions

  7. So, what is APDev? • A multi-stakeholder forum • A knowledge base & mutual learning hub • An integrated community of practice • An African-country-led mechanism with an active role for RECs’ • A network for knowledge, policy & practice links

APDev consists of two basic inter-related building blocks: Community of Practitioners working for Africa’s Development Knowledge Repository (online database) EXPERTISE Reports, Statistics, Case studies, guides, check lists, etc. Knowledge sharing and collaboration, in both virtual and physical spaces.

  9. Why is APDev needed? Because all Africans and Africa’s partners are ready to work much closer together towards Africa’s development Because there is need for a common knowledge base on what works and what does not in Africa’s development Because new and innovative ways are needed to collectively take on Africa’s development challenges and all development stakeholders need to contribute

Mobilized countries in developing the first-ever African Consensus and Position on Development Effectiveness as basis for unified voice at BusanHLF4 for impact; • Africa-wide multi-stakeholder consultations in defining • the Post-Busan Global Partnership for Effective Development Cooperation with SS and Triangular Cooperation and Financing for Development; • Africa’s terms of engagement in the new Global Partnership based on the Continent’s defined priorities for effective development results
