  2. First Steps • Many rumors swirled around JKF’s death • Earl Warren, chief justice, was appointed to head a commission to investigate the Kennedy shooting • Warren Commission • Months later issued a report that stated Oswald acted on his own • Not everyone was satisfied and believe it was a conspiracy

  3. The Great Society • Outline programs that were more ambitious the Kennedy’s • Great Society • Johnson was in Congress of 22 years and was able to use his skills to persuade Congress to launch many of his programs

  4. War on Poverty • January 1964- LBJ declared “an unconditional war on poverty in America” • Head Start- provided preschool education for children of poor families • Upward Bound- helped poor students attend college • Job Corps- offered training to young people who wanted to work

  5. War on Poverty • Volunteers in Service to America (VISTA)- domestic peace corps of citizen working in poor neighborhoods • Medicare- helped pay for medical care for senior citizens • Medicaid- helped poor people pay their hospital bills

  6. Cities and Schools • 1966- HUD established • Department of Housing and Urban Development • Model Cities- provided money to help rebuild cities • Elementary and Secondary Education Act of 1965- increased spending for education

  7. Civil Rights • Upon taking office LBJ made a vow to turn Kennedy’s civil rights bill into law • “We are going to pass a civil rights bill if it takes all summer” • July 1964- Civil Rights Act of 1964 • Prohibited discrimination against African Americans in employment, voting and public accommodations • Banned discrimination by sex, religion or national origin
