Culture requests a paradoxical pact: diversity must be the principle of unity, taking stock of differences is necessary, not to divide, but to enrich culture even more. Europe is a culture or it is not». Denis de Rougemont

  3. Our common basis for action: Article 151 EC Treaty An action aiming at promoting both diversity and common heritage. An action based on subsidiarity An action based on the cross-cutting dimension of culture

  4. The Communication shows a new political ambition for Culture in Europe • Affirming the central role of culture in the European project and in its relations with the world, with three main political objectives • Implementing a comprehensive strategy: a new policy framework for all our actions and programmes • Setting new frameworks and methods for dialogue and cooperation including mainstreaming of culture and better disseminating.

  5. Promote mobility of professionals and circulation of works in the cultural field Promote intercultural competences and intercultural dialogue First objective: in line with the Culture programmeCultural Diversity and Intercultural Dialogue

  6. Promote creativity in education Promote capacity building in cultural sector Develop creative partnerships with other sectors Second objectiveCulture as a catalyst for Creativity

  7. Implementing the UNESCO Convention integration of the cultural dimension in all external and development policies Third objectiveCulture as an element in international relations

A structured dialogue with the cultural sector including the setting up of a Cultural Forum (first one this month) Improved coordinating efforts between the Member States and the Commission Mainstreaming in other Community policies (our inventory shows that a lot is already done) Communication on culture - New working methods

  9. Mutual learning and peer review Best practices and transferability Potential joint policy initiatives Reporting every two years, but no benchmarking A key feature: the open method of coordination
