INTRODUCTION Mission “To facilitate the achievement of excellent standards and growth through the development and recognition of people” through • Developing and implementing a sector skills plan • Developing and administering Learnerships • Supporting the implementation of the NQF • Undertaking quality assurance • Developing and registering qualification with SAQA • Disbursing levies collected from employers • Reporting to the Minister and to SAQA

CAPACITY REQUIREMENTS CONSTRAINTS • Provider capacity – assist with accreditation processes, develop and upgrade capacity of assessors. • Funding – lack of funds is a huge constraint - assistance needed from DoL and DEAT ( including donor funding from private institutions and other countries) • Shortfall to reach set of NSDS 2 Targets is in the region of R100 million over the next 5 year period

  11. CAPACITY REQUIREMENTS • Explore inter-governmental coordination and collaboration • Intensify growing income by urging all Public Entities’ to pay administrative levy to THETA • Align courses currently provided by workplaces to the NQF

  12. COMMITMENTS 2006/2007 R37m • WSP and Mandatory Grant payments to 134 large and 176 medium firms • 3472 small organisations assisted in skills development • 5600 workers assisted in ABET • 5 Enterprises assisted in achieving a national standard of good practice R11m R10m R1m

  13. COMMITMENTS 2006/2007 R37m • 1175 employed and 1175 unemployed learners in learnerships • 17 NGO’s or CBO’s supported in skills development • 82 Young persons trained and mentored in new venture • 1500 FET and HET learners assisted R11m R10m R1m

PRIORITIES FOR 2006/2007 • Research Scarce and Critical Skills in the whole sector • Conduct a skills audit • Broad-based support to all employers re HIV/AIDS education to workers • Streamline processes and procedures to ensure rapid deployment of available resources • Approval of amended constitution by the Minister

  15. PRIORITIES FOR 2006/2007 • Reconstitution of the THETA Board • Training Providers accredited with THETA 5 x Providers Per Province = 45 Levy/Companies =155 • To have 28 Qualifications approved by SAQA submitted in 2005 • To submit new 30 qualifications to SAQA
