  3. Introduction –Building Block Approach The overall training objective of Naval Air Force units is to achieve the highest level of training attainable with the resources available. To execute this training strategy, Naval Aviation relies on many interrelated components. The CB T&R is based on the Major Combatant Operations (MCO) standard

  4. Data Management –SHARP • SHARP V5.1 • Single data capture tool for squadron training • Only data source to feed the DRRS-N T Pillar for squadrons and detachments • Reports module provides current training status and analysis for readiness reporting

Data Management –ADW • The Aviation Data Warehouse is the centralized data store for all SHARP, AMSRR, and CV SHARP data • ADW houses the metrics and algorithms used to calculate the Training Figure of Merit (TFOM) used in DRRS-N to describe the training capability of a Mission Essential Task (MET)

Policy Overview • “ These matrices are designed to quantify proficiency in the skills required to • execute the Navy Mission Essential Tasks (NMETs) listed in each community’s Navy • Mission Essential Task List (NMETL).   9. Matrix Concept –Overview • The CB T&R Matrix will cover an entire FRTP cycle with direct links to Flight Hour funding for each R+ month. Readiness output is incremental and directly associated with Flight Hours and major FRTP events. • Each matrix includes: • Task List • Simulator Contribution Section • Task to Skill Matrix (with periodicities) • Skills List • Squadron/Detachment • Requirements Section • NMETLs • Resource Summary Page • FRS Baseline • ACTC Mapping Page

Matrix Concept –IARS-SRS/DRS • Each Matrix is comprised of two • elements that contribute to NTA • readiness. • IARS (Individual Aircrew Requirements Section) - Defines the skills required to form skilled crews (Pf) • SRS/DRS (Squadron/Detachment Requirements Section) - Defines the squadron experience level (Ef) IARS SRS/ DRS

Matrix Concept –IARS • The skills in the IARS are divided into the Production section and Sustainment • sub-section. • All Production skills must be completed prior to Deployment due to resource limitations while on deployment • Sustainment skills are those critical skills required while on Deployment • Production and Sustainment skills are based on real-world resource requirements and limitations • Once in the employability window, units will focus on Sustainment skills but may still obtain readiness through “Production Only” skills Select the highlighted graphic area to see a larger view

Matrix Concept –SRS/DRS • The Squadron Requirements Section is based on the major events within the FRTP • as well as special qualifications. • As a minimum, the SRS shall contain • ACTC levels • CVW Fallon (CVW squadrons only) • COMPTUEX (CVW squadrons only) • ARP (if applicable to the community) • Training Ordnance, High Training Value Ordnance, or End-to-End Ordnance Select the highlighted graphic area to see a larger view

Matrix Concept –Simulators • Credit is based on the number of Optional (O) or Required (R) tasks that shall be accomplished in a simulator (SIM) within a skills periodicity • Simulators are a mandatory part of the T&R matrix • Simulator contribution is determined by the Type Wing as the number of skills that can be accomplished in a simulator

Matrix Concept –Ordnance Ordnance is divided into three categories based on the contribution of that weapon to readiness. • Training Ordnance (TO) • Weapons expended in an FRTP by a unit’s COB active crew members, divided by the number of COB crew members • High Training Value Ordnance (HTV) • Number of crews that have expended an HTV weapon within an FRTP • End-to-End Ordnance (E2E) • The whole number required per squadron, per FRTP View Ordnance by Category

Matrix Concept –Ordnance/Business Rules • TO and HTV tied to the aircrew who expended the ordnance. • Each TMS decided who gets credit within the crew • E2E tied to the squadron regardless of who expended them • In all cases, crews can transfer ordnance qualifications between squadrons but not expenditures • Detachment-based squadrons may transfer ordnance between detachments for ordnance expended in the same FRTP • All FDNF Ordnance is considered E2E

Matrix Concept –FHP Requirements The FHP column in the matrix prevents artificial readiness inflation without flight hour utilization. • Validates Flight Hour requirements through readiness • 90 day rolling average: • CO flexibility • Events-based scheduling • Target Value: • 90 day rolling average of Flight Hour entitlement (T&R hours only) • Measurement Value: • 90 day rolling average of all hours executed (T&R hours + MESH) • Ramifications of execution shortfall explained in TFOM calculations • Measurement values for Flight Hour calculations include Active Crews On Board and Visitors

General Policy Guidelines - Key FRTP Dates It is essential that squadrons and detachments understand the impact of the following dates since they can greatly effect the readiness calculations in SHARP. These dates are managed at the TYCOM level via the Master Aviation Plan (MAP) and, in some cases, delegated to TYPEWINGs for management. • FRTP Start Date • This the beginning of an FRTP Cycle. Normally, the FRTP date affects ordnance expenditures and other SRS/DRS items • Employability Start Date • For CVW squadrons, this is the completion of C2X or Fallon, whichever happens last • For non-CVW units, this is the completion of C2X or as defined by your TYPEWING • For all units, this date marks the crossover point between Production and Sustainment skills • Phase Transition date • Normally used by non CVW based units (VP, ETC) • Indicates the date the unit moves from Production to Sustainment

General Policy Guidelines –FDNF • FDNF Units include: • CVW-5 • HSL-51 • Due to the dynamic schedule and limited resources, FDNF units are required to maintain higher levels of readiness • Flight Hour funding is elevated to maintain higher state of readiness • All FDNF ordnance is considered End-to-End

General Policy Guidelines –Reserves • Reserve Units Include: • TSW Squadrons • VR • VP-62 and VP-69 • HSC-84, HSC-85, and HSL-60 • HM-14 and HM-15 reserve components use the Active Component matrix • Same format and methodology as their Active Component counterparts • Higher periodicities due to greater experience levels

General Policy Guidelines - Waivers • Waivers may be requested when resources are not available or when external factors (weather, operational tasking, range availability, etc.) preclude execution of tasks in the T&R matrix • Carrier Air Wing Commanders shall initiate waiver requests for squadrons under their operational control • Type Wing Commanders shall initiate waiver requests for squadrons not attached to a CVW and all detachments under their administrative control • Waiver format example embedded within instruction • Generally, waivers are approved by CNAF N40. If resources such as Ordnance or Flight Hours are affected, the decision to approve/disapprove moves to the CNAF Chief of Staff View a Sample Waiver Message

General Policy Guidelines - Reports • Units are required to transmit their SHARP training data to the Aviation Data Warehouse (ADW) at least once every 15 days using the SHARP generated Current Readiness Assessment (CRA) report • All units shall submit CRA data within 15 days of the previous CRA • Units in the FRTP cycle shall submit CRAs at the completion of major FRTP milestones (at a minimum: SFARP, ARP, Fallon, C2X, and JTFEX) • The CRA data provides the updated squadron training data that feeds the Training T Pillar in the DRRS-N automated assessment • The CRA allows COs to “QA” their squadron data before it is passed to DRRS-N DRRS-N NTIMS ADW SHARP

  30. General Policy Guidelines - Reports Units should review the Dashboard and CBR Skills report when assessing training readiness in DRRS-N. These reports provide a comprehensive picture of the Ef and Pf elements that make up the TFOM in DRRS-N. The CBR Skills report also provide the basis for the CO to make comments in DRRS-N that explain which skills are required to achieve MCO readiness levels.

Number of Skilled Crews Min of (Required Skilled Crews) or (Actual Crews) on Board Readiness Calculations –Performance Factor (Pf) • The Performance factor is calculated for units with six crews or more using the equation on the right • Units with five crews or less use fixed numbers (see table below) Description Calculation Pf =100 x Caveat: If Ef < 100, then Pf is held at 80.

Number of SRS Items Completed Number of SRS Items Required Ef = 100 x Readiness Calculations – Experience Factor (Ef) Description Calculation • The Experience factor is based on a unit’s ability to meet all the SRS requirements for each NTA as outlined in each T/M/S matrix • Reflects accomplishment of Aircrew and Squadron Qualifications • Numeric Value between 0 – 100 • The Ef value has two possible outcomes: • If the unit completes all the SRS requirements, a maximum value of 100 is assigned • If one or more of the required SRS items is not completed, a value less than 100 is assigned

Readiness Expectations • The Fleet Response Training Plan (FRTP) standards are designed to incrementally prepare a unit for its full wartime readiness • During an FRTP cycle, the expectations of readiness increase progressively from “No”(Red)in the maintenancephase to “Yes”(Green) at the beginning of a unit’s employability window • The commander’s assessment is expected to change from red to yellow as the unit moves from the basic phase to the intermediate phase assuming that the unit is on track and is resourced appropriately in the FRTP • Units should strive to maintain a “Yes”(Green) throughout their employability window unless their mission forces a degrade in certain Capability Areas (single mission focus, non-wartime tasking) • Not all units follow this type of FRTP model (HM, VQ(T), VPU, and FDNF) Maintenance Basic Intermediate Employability T&R Funding T Pillar Note: Currently MOB is the only Capability Area that is intended to be green prior to the employability phase.

Keys to Success • Know your average flight hour funding for 90 days to know your expected level of readiness for the end of that period • You have to fly to get readiness (a GOOD thing) • Logging really matters! Especially in skills that cross multiple NTAs • Management of the SHARP Program is critical • Training Officer, AOPS • T&R and syllabus both have to factor into how your write your flight schedule • .Understand your readiness expectations • Know what your R+ months are throughout your FRTP cycle • Use the SHARP CBR skills report to explain Pf degradations in DRRS-N

The waiver should be requested against the Hellfire missile requirement of the SRS of the CB • T&R matrix.
