Overview • MCN is tasked to produce the National policy on narcotics, conducts monitoring and evaluates eradication of narcotics production. • The National Drug Control Strategy states that eradication should be targeted to those areas that have the greatest opportunity for Alternate Livelihood • GIS is an integral part of the process, and is used in planning, monitoring and evaluation throughout the season.

Background Extracts from the UNODC 2012 Afghanistan Opium Survey ‘The total area under opium poppy cultivation in Afghanistan in 2012 was estimated at 154,000 hectares, a 18% increase from the previous year. The vast majority (95%) of opium cultivation took place in nine provinces in Afghanistan’s Southern and Western regions, which include the country’s most insecure provinces. In mirroring the polarization in the security situation between the lawless south and the relatively stable north of the country, this confirms the link between security and opium cultivation observed in previous years. Based on preliminary results from other countries, opium cultivation in Afghanistan represented 64% of global cultivation in 2012. ƒTotal eradication of opium poppy increased by 154% in 2012 due to an increase in Governor-led eradication (GLE) in all regions, which accounted for 9,672 hectares.’

DATA & Processes This process creates a national coverage dataset that graphically depicts where there is the greatest potential for Alternative Livelihoods for the purpose of Governor Led Eradication targeting.   15. Potential for Alternate Livelihood - National • Using Field Calculator, the processed raster's are merged to produce the National AL Dataset.

  16. Provincial Level – Potential for Alternate Livelihoods • Each targeted Province, is then clipped to generate a provincial raster, which can be processed independently of the national level, due to differences at the provincial scale and is therefore relative to the Province.

  17. Targeting • Using Poppy Probability and Historical Eradication data in conjunction with the AL data and socio/political data, target areas can be depicted, these are presented to the Provincial & District Governors. The target areas are used to plan the Poppy Eradication Campaign.

Summary • Data is Collected/Updated on an annual cycle and processed. • Multiple datasets are fused to create the final output, allowing target areas to be generated. • This process used to take many months to complete, using the model making capability in ArcGIS, it has improved the time it takes to create the final output to a several hours, but also removes the chance of human error in the inputs, and creates a consistent auditable output.
