  3. Aim • To give you an understanding of the current direction of travel • To help you identify opportunities • Help you avoid wasting time • Matching any opportunities to what suits you

  4. Funders • 19+ and traineeships/apprenticeships 16-18 - Skills Funding Agency • 16-19 - Education Funding Agency

  5. Funding policy direction • 19% Cut in skills budget – public funding focussed on priorities • Skills • Employer focus • Apprenticeships – top priority • Traineeships • English & Maths • Getting unemployed back into work • Community Learning • Public funding focussed on disadvantaged • Slightly broader focus • Community Learning Trusts

  6. Apprenticeships • 16-18 Apprenticeships fully funded • 19+ co-funded • Must be employed and in new job or job that requires new skills/knowledge • Framework includes competence, knowledge and English/Maths • Moving towards ‘employer ownership’

  7. Traineeships • 6 month programme for 16-24 yr olds • Includes: • Work Placement • Work-preparation training • English & Maths • Aimed at those near to job-ready, not most disadvantaged

  8. Other SFA skills training • Main priorities are: • Getting people back to work • English & Maths & ESOL • Becoming much more limited in what can be funded – both learners and course aims • Most 24+ have to take on loan for level 3 training (except apprenticeships)

Community Learning • Purpose - not so focussed on jobs etc • Gain new skill • Re-engage with learning & progress • Pursue an interest • Support children in their learning • Supports • Localism • Social justice • Digital inclusion • Stronger families • Social mobility • Community Learning Trust • Local partnerships – must be multi-agency and consult with local communities • More flexible funding but no opportunity for new direct contracts – must seek funding from existing contract holders

  10. European Social Fund • From August 2015: Funding to be controlled by Local Enterprise Partnerships • Will this mean more local? • Social Inclusion element • Till July 2015 • Big regional contracts – subcontracting • ESF Community Grants

  11. Register of Training Organisations • The RTO is a form of due diligence that acts as a gateway to SFA funding – but does not guarantee funding • Have to join register if: • Want to be included in SFA invitations to tender • Have subcontracts worth more that £100k
