  6. What is the 8(a) Business Development Program? A business development program created to help small disadvantaged businesses compete in the American economy and access the federal procurement market.

  7. Basic Eligibility Requirements for 8(a) Certification The applicant firm: • must be a small business • must be unconditionally owned and controlled by one or more socially and economically disadvantaged individuals who are of good character and citizens of the United States, and • must demonstrate potential for success Note: Small Business Concerns owned by native Hawaiian Organizations (NHOs) may also be eligible for participation.

  8. 8(a) Business Development Program - Program Benefits • Access to contracts set aside by Federal agencies for 8(a) BD program • Sole Source or Competitive • Specialized training, counseling • Access to Federal surplus property • Small Disadvantaged Business (SDB) certification • Term of participation: 9 years

  9. 8(a)BD Contracts – Sole Source or Competitive • Sole source: A requirement offered to the 8(a)BD program by a federal procuring agency as a result of aggressive self marketing on the part of the 8(a)BD firm. • Competitive: (i) There is a reasonable expectation that at least two eligible participants will submit offers at a fair market price; (ii) The anticipated award price of the contract including options, will exceed $5.5 million for contracts assigned manufacturing NAICS codes and $3.5 million for all other contracts; and (iii) The requirement has not been accepted by SBA for award as a sole source 8(a) procurement on behalf of a tribally-owned or ANC-owned concern (or NHO-owned concern for DoD requirements only).

Small Disadvantaged Business Certification (SDB) To qualify as a small disadvantaged business a firm must be unconditionally owned and controlled by one or more socially and economically disadvantaged individuals who are of good character and citizens of the United States. The potential for success requirement does not apply and for the individual claiming economic disadvantaged status, his or her net worth must be less than $750,000 after taking into account the exclusions set forth in 13 CFR §124.102(c)(2).

Benefits of SDB Certification SDB certification strictly pertains to benefits in federal procurement. • A small disadvantaged business may be eligible for price evaluation adjustments of up to 10 percent when bidding on federal contracts in certain industries. • The program also provides evaluation credits for prime contractors who achieve SDB subcontracting targets. The program is intended to help federal agencies achieve the government-wide goal of 5 percent SDB participation in prime contracting.

  15. What is the purpose of the HUBZone program? The purpose of the HUBZone program is to provide federal contracting assistance for qualified small business concerns (SBCs) located in historically underutilized business zones in an effort to increase employment opportunities, investment, and economic development in such areas.

  16. HUBZone Program Requirements The following eligibility criteria must be met: • Small business • Principal office must be located in a HUBZone • Owned (51%) and controlled by U. S. citizens • At least 35% of total workforce must reside in a HUBZone

What benefits do small businesses receive under this program? • HUBZone Contract Opportunities - Competitive - Sole source - Full and open with a price evaluation preference - Subcontracting • Other Specialized Assistance - Eligible HUBZone firms may qualify for higher SBA- guaranteed surety bonds. - Firms in Federal Empowerment Zones and Enterprise Communities (EZ/EC) may also benefit from employer tax credits, tax-free facility bonds, and investment tax deductions.
