Improving Environmental information & Systems • Initiatives • Tools used as a part of routine applications • Delegated to different departments • Made budgetary provisions • Promote Local Area Network • Built better confidence • Brought municipal councilors into programme • Tools used • Stakeholder inventory • City Profile • Mapping facilities made available. Mainstreamed into urban decision making process

ENVIRONMENTAL STRATEGIES OF DECISION MAKING • Introduced Working Group Concept • Working Groups was Cross-Sectoral • Representatives from different Departments • Chaired by Commissioner • City Development Committee formed • Community organizations became direct involved in the process • Led to Political Support • Reached out to community • Chaired by Elected Members • Spread to other cities and became a very useful process in the Post-Tsunami rebuilding activities

Success of Demo projects • Development of an Integrated SWM Strategy • Created strong links with national policies • Linked with national policy on solid waste management • Supreme court decision to develop Solid Waste Management strategy for 11 LA’s ( SCP was promoting through the demo projects) Cities improve efficient implementation of environmental strategies through provision of Basic Urban Services

Local Capacity Building Needs National Training Support • IHS review recommended capacity building agenda and the strengths & Weaknesses of Training Institutes • Created Partnerships with National & Private Training Institutes/Universities • Carried out programs based on needs • Developed Training Modules and tested • Customized, translated Toolkit • Developed Better Co-ordination • Developed Skills

Local Capacity Building Needs National Training Support • Network of support available – • National level training institutions • Anchor institutions -UGSP, NTC, SLILG, CURP, SLIDA, MORATUWA UNIVERSITY • Specialized training inputs • Mapping facilities made available. • All Departments became involved • Used as database for SWM and Pro Poor activities Inputs to different parties at different levels New demand led Training Programs

Mainstreaming Local Level • Greater Co-ordination between different departments in Council • Heads of Departments/Working Group Meeting, Effective Working Group Meetings ‘upgraded’ to City Development Committee / SCP Meeting/……. chaired by an Elected Member – Process Integrated as a routine activity.

Enhanced by the training programs / EMIS contributed to improvements in planning and environmental management. • Effective Tool for the community, Private Sector and NGOs to become involved in process of city management • Recommendations of this committee taken up at statutory committee meeting and then by council • DEMO projects approved and replicated in other parts of city

  12. Mainstreaming Local Level • Data management has come to stay. Enhanced by the training programs / EMIS contributed to improvements in planning and environmental management. Through the process built better understanding and confidence between members and officials.
