What is a Neighbourhood Plan? • It is a way for communities to take a proactive approach in deciding the future of the place they live and work. • It is not a legal requirement but a right, which communities can use to determine the development and use of land and to support other improvements to their neighbourhood, • including the design principles of homes, shops, offices, infrastructure. • Once a Neighbourhood Plan is made it will become part of the statutory development plan for the area and will be used in determining planning applications.

Our Vision “Our Neighbourhood Area will continue to be a great place to live and work by ensuring that the identity and character of the existing communities within the Parish are respected and protected. The plan will ensure that any new development in the Neighbourhood Area will provide sustainable infrastructure. It will ensure the improvement of the overall quality of life of every resident. New development should not be overbearing or overwhelming and should complement the rural vistas and existing Fen Edge landscape

Mid Term Engagement - Resident FeedbackSustainable Community Any policy should not be seen to be excluding others from joining community but acknowledge that there is strong support for those with a local connection who find it difficult to get on the housing market in the parish. Community – Existing services and community groups eg library are under pressure. Waterbeach Brass and the Guides have moved to rooms on the barracks. Waterbeach Toddler Playgroup had plans to move to the barracks in agreement with U & C which have failed. They are therefore seeking a suitable site. There should be a strategy for community buildings and greenspace Green Spaces – Of those identified as most important riverside walks and the land to the East of Midload Farm, Bannold Road as access to the river Cam and preserve tranquilty of the open countryside. Housing - Affordable housing should be available for young people who wish to move within the parish. The Neighbourhood Plan Steering Group would look at SCDC’s housing types, mix, to gauge size and tenure and how distributed in developments. Over 50% of respondents were looking for two bedroom dwellings. 30% would like a flat or apartment. 20% required social housing/ housing association or affordable rent. Heritage – Main comments from respondents referred to traffic, the rural heart of the village, and rural setting which is covered in other sections of the survey and midway consultation.

Mid Term Engagement - Resident FeedbackVillage Heart and Employment Village Heart - Although 73% of people agreed with the village heart, there is still a relatively big number who felt the school should have been included, This input will be considered before policy construction Community Access (Public Realm) - 50% of public said outside the village stores needed improvement whilst 25% felt it was outside the White Horse that needed attention Jobs – 95 % of people felt the balance was correct

  6. Mid Term Engagement - Resident FeedbackTransport • Access is non existent by Haling Place estate on a mobility scooter. Getting to the post office and chemist is unsafe for mobility impaired. Parking around the Green is usually impossible for blue badge holders. More paths for mobility scooters to get around the Playing field would make access possible. Many dropped curbs needed all over the existing village. • Most of the pavements around the village are unpleasant to walk on with uneven surfaces. Road markings are also poor, cars parked at bus stops or on double yellow lines can cause problems for other road users. • Cycling to the river involves weaving between parked cars and waiting for oncoming traffic along Station Road (which is scary in the dark) or alternatively cycling along the A10 involves cycling along Car Dyke road which is often muddy and has fast, close passing traffic. There needs to be better cycle infrastructure within the village to encourage more people to cycle and to reduce car journeys. For pedestrians, Way Lane has narrow pavements and pavements which doesn't continue along both sides of the road - this can feel unpleasant. The crossing of large junctions (Way Lane/Rosemary Road, Way Lane/Chapel Street, Bannold Rd/Denny End) feels dangerous, as the junctions are so wide and traffic rarely slows down sufficiently.

Our Progress Outline work plan: Prepare policy chapter of the plan, taking into account feedback received at mid-way community engagement as well as emerging evidence (e.g. Heritage and Character Assessment) Share work with SCDC officers and other key stakeholders Prepare plan for pre-submission consultation Approve plan for formal pre-submission consultation Undertake 6-week consultation on the Reg 14 NP
