Learning and Career Centres (LCCs) Operations (

  • The LCCs are integral elements of the six Regional Civilian Human Resources Service Centres (CHRSCs) located across Canada and function as part of the Defence Learning Network (DLN). The objective is to promote continuous learning within DND through the provision of training delivery services as well as learning and career advisory services.

  • To promote learning, to deliver training, and to provide learning and career advisory services that are responsive to the changing needs of the Defence Team.

  • The Learning and Career Centre Network (LCCN) is a national organization that recognizes local needs – it takes a national view while supporting the Defence Team at the local level.

  • The LCCN links learning to the business objectives of the Department and to the Department’s strategic plans and objectives.

  • The LCCN fosters a learning culture across all Groups and Commands and throughout all levels of the Department.

  • The LCCN provides opportunities for partnerships, both within the Department and with external partners

  • Training delivery is the first priority of the three business lines and LCCs seek a balance of national, regional and local priorities.

  • The majority of learning and career advisory programs and services are conducted within group sessions.

  • There is a shift to e-learning and self-serve as fast and as much as possible

  • New products and services are being considered only if they can be accommodated within existing capacity or come with resources.

  • LCCN program and service delivery will continue to be “inconsistent” within and between regions.

Training delivery
Training Delivery Operations (

  • Delivery of corporate, professional and personal development courses, lunch & learns and seminars. Courses are divided into three categories.

  • Corporate

    • Required to meet specific departmental learning objectives

    • Offered free of charge by all LCCs

  • Corporate/Regional

    • Address non-mandatory corporate and regional needs and objectives

    • Could be delivered on cost-recovery or client-funded basis

  • Local

    • Offered in response to local client needs

    • Content must relate to personal and professional development topics for the workplace

    • Generally delivered on a cost-recovery or client-funded basis

  • Tailored training activities on a variety of professional development topics.


  • Learning advisory
    Learning Advisory Operations (

    • Providing advice to managers, unit training coordinators and the Defence Team regarding available learning options

    • Assisting employees and managers to develop learning plans for civilian employees

    • Identifying individual learning styles and exploring a variety of ways to learn

    • Promoting and supporting continuous learning activities and programs

    • Career Planning and Goal Setting

      • Exploring career options

      • Setting career / educational goals

      • Developing a career / education plan

    • Job Search Strategies

      • Assisting with résumé & cover letter writing

      • Preparing for job-related interviews

    • Group delivery and limited individual sessions
