  1. Elementary and Secondary Education Act An Opportunity for a Smart Investment

  2. ESEA: The Opportunity • Elementary and Secondary Education Act of 1965 - our nation’s major education law. • Reauthorized in 2001 as “No Child Left Behind.” • House and Senate committee leaders announced a bipartisan commitment to rewriting the law this year. • House and Senate committee staff are working over August recess to develop a bipartisan bill • Even if the draft bill does not move forward this year, it will lay the groundwork for reauthorization in the 112th Congress.

  3. Pre-K in ESEA: A Smart Investment “...[T]he first pillar in reforming our schools – investing in early childhood initiatives” President Barack Obama, March 10, 2009 • Including federal support for high-quality pre-k in ESEA would: • Invest public resources in an education reform strategy that helps children succeed in school; • Provide up to $7 back for every dollar invested; • Help get our country “out of the catch-up business” Photo courtesy of Ozier Muhammad, the New York Times “I firmly believe high-quality early education is a stimulus program” US Education Secretary Arne Duncan, April 8, 2009

  4. Pre-K in ESEA: A Sound Policy • Createa federal-state partnership to support and improve state pre-kindergarten programs. • Provide incentives for school districts to use Title I funds for high-quality pre-k – in coordination with state pre-k programs where they exist. • Designate high-quality pre-k as an option for turning around low-performing schools. • Promote alignment with the early elementary grades by including pre-k teachers in academic training and professional development with their colleagues in K-3, recognizing them as educators.

  5. What Business Leaders Can Do • Tell your Senators and Representatives: • High-quality pre-k is the first step to education reform and must be included in ESEA. • It’s time for our nation’s landmark education law to reflect what rigorous research has proven to work. • A focused pre-k through third grade investment within ESEA would multiply the effects of other reforms. • The reauthorized ESEA should invest in an education strategy that saves taxpayer dollars that would otherwise be spent on grade repetition, on welfare payments, and on prisons.

  6. Resources to Help you Take Action • Understanding the issue: • Start with this power point • Business leader talking points • Writing to your Representative or Senator: sample letter • Meeting with your Senator or Representative, or writing an Op-Ed: • Message box • FAQs for Media • Email info@partnershipforsuccess.org or call Elaine Weiss at (202) 552-2052 or Anya Malkov at (202) 552-1860 with questions or to receive any of these materials
