RESIDENTS’ REGISTER • The main register of the Republic of Lithuania • Collects and stores information about residents of the Republic of Lithuania, foreign nationals and stateless persons permanently residing in the Republic of Lithuania. • According to legislationprovides information to government, public administrationand otherpeople • Currently consists of 6 000000 records www.gyvreg.lt

  3. HISTORY • Residents’ register in Lithuania is named Gyventojų registras. It started in 1992. • New-born were systematically introduced with personal identification number since 1986. • Starting from 2001 the Residents’ register included aliens who are temporaryresiding in the Republic of Lithuania. • Starting from 2003 Law on the declaration came in force. • Starting from 2005 new information system was created. • Starting from 2006 biometrics were included • Starting from 2009 certificate for identification online and a qualified certificate for e-signature. www.gyvreg.lt

  8. PERSONAL IDENTITY CARD Contactless chip A contactless chip stores biometric data: the face image and fingerprints Contact chip contains a certificate for an online identification and a qualified certificate for e-signature. www.gyvreg.lt

  9. ID CARD • Personal Identity cards with chips are issuing from 2009 • Currently there are issued about 320 000 cards • ID cards may be used for online identification and signing electronic documents www.gyvreg.lt

ID CARD’S CERTIFICATES • Certification Service Provider (hereinafter ‘the CSP’) – Residents’ Register Service Four types of certificates are issued in compliance with this CPS: For personal identity cards: • 1. qualified certificate; • 2. certificate for an online identification. For public servant ID cards: • 1. public servant qualified certificate for electronic signature; • 2. public servant certificate for an online identification. www.gyvreg.lt

  11. ID CARD’S CERTIFICATES • Certificates are valid for 3 years, free updates • Personal data included in certificate: Name, surname Personal identification number Date of birth Sex Citizenship www.gyvreg.lt

VERIFICATION Residents' Register Service provides these services for checking the validity of certificates: 1. regularly publishes lists of invalid certificates (Certificate Revocation List) 2. provides an interactive certificate validity checking service by OCSP protocol Person may check the validity of his certificates on the Internet www.nsc.vrm.lt www.gyvreg.lt

  13. ID CARD IN THE INTERNET If you want to use an ID card to identify themselves and / or to sign electronic documents you need: an ID card reader to download and install free software: www.nsc.vrm.lt www.gyvreg.lt

  15. ID CARD IN PUBLIC INTERNET ACCESS Persons who do not have possibility to use computer and ID card reader at home – can do it via public Internet access points (VIPT). 3570 ID card readers www.gyvreg.lt

PUBLIC SERVICES FOR ID CARD • State Tax Inspectorate (Declarations (property, income)) • Declaration of the place of residence • State Social Insurance Fund Board (Summary of benefits, insurance periods, the forecast amount of the pension, applications for benefits, pensions, allowance ) www.gyvreg.lt

PUBLIC SERVICES FOR ID CARD Information from state registers: Residents’, Mortgage, wills, Register of Suspected, Accused and Convicted Persons Certificates: on declared place of residence and marital status, conviction (non-conviction), Issuance of certificates, confirming a person’s work experience and (or) salary www.gyvreg.lt

PUBLIC SERVICES FOR ID CARD • E-services from the Centre of Registers • Application for high school students to receive state and state-sponsored loans • Construction-related issuance of documents (building permits, etc.) • Services for receiving ES support • Municipality services and ect. • ID card can be used in all medical institutions to sign incapacity and other certificates. www.gyvreg.lt

  20. FUTURE PLANS New services: • vehicle registration • issuance of driver’s licenses • registration of legal persons and etc. The idea is to create more electronic services using an ID card www.gyvreg.lt
