Background • Section 25402 of the Public Resources Code (known as the Warren-Alquist Act) • The Act created the Energy Commission in 1974 and gave it authority to develop and maintain Building Energy Efficiency Standards (Standards) • Requires the Standards and new requirements to be cost effective over the economic life of the structure • Requires the Energy Commission to update the Standards periodically (about every 3 years)

  5. 2013 Building Energy Efficiency Standards • Effective on July 1, 2014 • Building permit applications submitted on or after this date

  10. Specific Changes for HVAC Minimum Efficiency Requirements (Handout): • Changes to Tables 110.2-A, -B, -D,-E and -K • Air Conditioners and Condensing Units • Heat Pumps • Water-Chill Packages • Thermal AC and Heat Pumps • Gas/Oil Fired Boilers

Specific Changes for HVAC Direct Digital Controls § 120.2(j): • Monitor fan pressure, pump pressure, heating and cooling. • Transferring information from zones to air distribution system controllers to heating and cooling plant controllers. • Alarm for zones and systems that may be driving the reset logic. • Readily allow operator removal of zones(s) from the reset algorithm. • For new buildings, trending and graphically displaying input and output points. • Resetting heating and cooling set-points in all non-critical zones upon receipt of a signal from a centralized contact or software point. • Optimum Start/Stop control algorithm requirements (§ 120.2(j)).

Specific Changes for HVAC Mechanical System Shut-Off (§ 140.4(n)): • Interlocks are required for any directly conditioned space with operable wall or roof openings to the outdoors. • When the opening is open for more than 5 minutes, the interlock must disable or reset the temperature set-point to: • 55°F for mechanical heating. • 90°F for mechanical cooling. • Interlocks are not required for: • doors with automatic closing devices. • any space without a thermostatic control. • additions or alterations (§ 141.0(b)2D).

Specific Changes for HVAC Some Minor Changes: • Section 120.2(a): Thermostatic Controls for each zone can now be satisfied with an Energy Management Control System if it complies with all applicable requirements for each thermostatic control. • Section 120.2(i): Economizer Fault Detection Diagnostic reporting to: • An Energy Management Control System. • Zone Thermostat (or within 5 feet). • Remote HVAC Service Provider.

  14. What the Future Holds • AB 32 – Reduce carbon footprint. • CPUC/Energy Commision Strategic Plan: • Net-zero energy use for residential buildings by 2020. • Net-zero energy use for nonresidential buildings by 2030. • Standards will evolve/expand and become more stringent to reach these goals.

Differences between the ATTCP Program and the Home Energy Rating System Program • Acceptance testing is performed by the installing technicians: • Certification is required for Lighting Controls. • Certification is not required for Mechanical – YET. • The Acceptance Test Technician is not required to be independent of the general contractor or third-party to the installing technician. • Acceptance test forms are not “registered” with the ATTCP, but they are “recorded” by the ATTCP: • HERS Providers are required to register forms under the Standards. JA7. • ATTCP typically require certified technicians to record acceptance tests and related compliance documents with their on-line systems.

  45. Who is Allowed to be Certified to Perform Acceptance Testing? • HVAC Contractors are not the only professionals allowed to certified to perform acceptance testing. • The Acceptance Test Technician can be: • The General Contractor. • The Engineer of Record. • The Architect of Record. • A Certified Commissioning Professional. • A Professional Engineer. • A TAB Certified Technician. • The Control Installation and Startup Contractor.

  46. The Energy Commission is not an Acceptance Test Technician Certification Provider • The Energy Commission approves ATTCPs. • Each ATTCP runs their own program. • The ATTCP provides training, testing, certification, and oversight of acceptance test technicians and their employers. • The ATTCP collects fees, which are not regulated by the Energy Commission. • The Energy Commission does not receive fees or payments from the ATTCPs.
