  3. MU’s Previous SCADA System • MU shared a SCADA System in early 1990’s • Unix Based, Proprietary System • Communication lines and speed • (6) - Bridge Circuits – 1200 baud : Reliability • Telemetry/Discrete • Control of Devices (Breakers/Reclosers)

  4. Upgrade Existing System? • New Servers • HP – Unix Based Servers – Costly • Proprietary System • New Substation Addition • Upgrade existing Substation RTU’s • No Upgrade to Existing Protection Relays

  5. New SCADA System’s of Today • Windows Based Systems • Open Architecture • Use of Electronic Relays • Protection • Communication Gateways • Communications Types • – Fiber/Radio/Wireless

MU’s New SCADA System • Operate/Maintain our own SCADA System Master Station • Windows Based Servers • Software: Wonderware - InTouch - Terminal Services • MS SQL Server - Historian • Use our Existing Fiber Optic Network for Communications • Extend our LAN Network to Each Substation • Upgrade the Electro-Mechanical Protection Relays to Electronic Relays • Cost Payback in Approximately 4+ years

  7. Software • Wonderware – InTouch – Terminal Services • Advantages • Windows Based • Support of Local Integrators and Local Wonderware Vendor • Communications: DNP 3.0, Modbus, SEL, Etc. • Disadvantages • Must Build Application From Scratch • Must provide all Interlocks and System Protection

  8. Substation Upgrade • New Substation • Implemented with Electronic Relays • SEL-351, 351A Protection Relays • Communication Processor • SEL-2030 • Replaced the RTU

  9. Substation Upgrade Continued • Communications – Fiber Optics • Extended LAN via Media Converters • SEL-2890 Ethernet Transceiver • Remote Monitoring of GE Electronic Relays via Fiber

  10. Site Implementation • Using SEL-351 Relays connected to SEL-2030 Comm. Processor • SEL IO Server Driver used to acquire Data from the SEL-2030 to Wonderware’s InTouch • SEL-2030 Programmed to acquire Data as asked for in the User Region • Control for Breakers/Recloser can be done using the Electronic Relay or a Remote I/O Module (SEL-2505/2506)

  11. Communications: • Speed – 19.2 kbps (SEL-2030 to SEL-Relays) • Update Speed on InTouch Set to 1-3 Seconds • Breaker operation: Very Fast (Almost Instantaneous)

Control and Monitoring Using Electronic Relays • Performed by the Microprocessor Relays • Responsible for Tripping and Closing Breakers or other Devices • Status of Breakers • Analog Data is measured • Demand, Energy, Voltage, Current, MW and MVAR • Sequential Events Recorder • Fault Location
