  3. Establishing Children´s Mental Health Centres • Building up the infrastructure (new centre will be build in Tallinn - part of the Tallinn´sChildrenHospital. All developedcentres are based on currentpsychiatricalclinics) • Developing the concept of regional mental health centres • Training and preparing personnelfor working in the centre • Developingnewservices – outreach and hometreatment • Increasingcapacity of inpatient and outpatientservices • Establishinglocaloutpatientcounsellingteams in smallerregions • Coordinating the network with specialistsfromother sectors to promote mental health in these sectors and toensure early detection and propercasemanagementof mental health problems • Supervisions and trainingsforspecialistsfromothersectors

After Selection Committee meeting • Minister´s decree which projects received funding • Meetings with Project Promoters if further clarification is needed – Project activities or changes in budget • Overviewing partnership agreements together with Foreign Financial Unit from the Ministry of Social Affairs • Clarifying minimum state aid questions • Signing a contract

Reporting by Project Promoters • Project Promoters send a report every 4 months – reporting periods are fixed in the contract • Activities in the current period (planned and actual outcomes, aim of the activities) • Reasons if there have been differences between planned and actual outcomes or in time line • Reasons if there have been complications implementing the Project and how these complications are influencing accomplishing project aims and expected outcomes? • Risk assessment
