  7. District Participation Requirement • Section 1002.53(6)(b), F.S. requires • “...the school district must provide for the admission of every eligible child within the district whose parent enrolls the child in a summer prekindergarten program delivered by a public school under s. 1002.61.”

District Data Collection Requirements • Report children enrolled in school district VPK programs using VPK course code numbers • Report expenditures using VPK program cost category • Function 5500 for direct expenditures • Function 5900 for costs that are normally incurred by the facility for staff • School-Year and Summer should be reported in separate projects • Do not report pupil transportation expenditures (Function 7800) • Comply with AWI/Early Learning Coalition reporting requirements

VPK in Public Schools / ESE • Fulltime ESE students for whom the location of services is the VPK class in a public school should be reported with appropriate ESE course number for 720 hours of FEFP funding during the regular school year • Are not reported for VPK course • Do not receive funding for VPK • May attend Summer VPK

Reporting Public VPK Students in Blended Programs • Students Enrolled in Multiple Prekindergarten Programs • VPK/Other District Prekindergarten Program – In addition to 5100580 (School-Year VPK) or 5100590 (Summer VPK), report prekindergarten courses, such as 5100520 (District Head Start), 5100530 (Title I Prekindergarten), 5100560 (Prekindergarten Other), or 5100570 (School Readiness), in which the student is enrolled. • VPK/ Exceptional Student Education (ESE) – In addition to 5100580 or 5100590, report ESE courses in which the student is enrolled. • Private VPK provider contracted by district/ESE or Other District Prekindergarten Program – In addition to 5100580 or 5100590, report appropriate ESE or prekindergarten course number (s). • Note: A prekindergarten student’s schedule may be reported with multiple FEFP codes, such as VPK (FEFP number 999) for 900 minutes a week and ESE programs that are funded through the FEFP (such as a student who is 111 for 90 minutes a week). http://www.fldoe.org/earlylearning/pdf/TAP07-04.pdf

Kindergarten Screening - FLKRS • Section 1002.69(1), F.S., requires DOE to: • Direct each school district to administer a statewide screening instrument to each kindergarten student in the school district within the first 30 days of each school year. • Each school district shall designate sites to administer the statewide kindergarten screening for non-public school childrenwho attended VPK in the previous year.

FLKRS Is Used to Measure VPK Programs Performance • VPK Programs Receive Readiness Rates based on the percent of children completing their children and determined “ready” based upon the kindergarten screening measures • ECHOS – Ready = Consistently Demonstrating or Emerging/Progressing • DIBELS (Letter Naming & Initial Sound) – Ready = Above Average or Low Risk

  34. 2007-08 VPK Provider Kindergarten Readiness Rates • Children who participated in the VPK program performed better on the kindergarten screening than children who did not participate. • Florida’s 2007-08 VPK Provider Kindergarten Readiness Rate reflects the performance of 92% of all VPK providers. • Eighty-five percent of Florida’s VPK providers earned a readiness rate of 214 or higher out of a possible 300 points.

  35. Minimum Kindergarten Readiness Rate Section 1002.69(6), F.S., requires: • State Board of Education adoption of a minimum kindergarten readiness rate that, if achieved by a provider would demonstrate the provider’s satisfactory delivery of the VPK program. • The minimum rate may not exceed the rate at which more than 15 percent of all providers would fall below the minimum rate.

Minimum Readiness Rate (Providers) • 15 percent or 733/4,962 VPK programs have a 2007-08 Kindergarten Readiness Rate below 214. • To comply with the requirements of section 1002.69(6), F.S., it is recommended that 214 be set as the 2007-08 minimum kindergarten readiness rate for VPK providers.

Consequences for Low Performing VPK Providers • 2005-06: Total of 556 Low Performing Providers • 2006-07: Total of 689 Low Performing Providers • 2007-08: Total of 733 Low Performing Providers • Year 1: 529 Providers • Providers identified as low performing must implement an improvement plan that is approved by the coalition or school district, as applicable. • Year 2: 151 Providers • Providers who are identified as low performing for two consecutive years must continue to implement their approved improvement plan and use a DOE approved curriculum ( go to: http://www.fldoe.org/earlylearning/curric.asp#currapprovalprocesslpp • Year 3: 53 Providers • Provider who are identified as low performing for three consecutive years must continue to implement their improvement plan with corrective actions and the DOE approved curriculum.
