Resilience Division • Part of the Safer Communities Directorate within the Scottish Government • Providing: • Practical support to frontline agencies which deliver rescue services, emergency planning and response • Advice to Scottish Government colleagues and Ministers on all aspects of civil contingencies

  5. Review of Preparing Scotland • Preparing Scotland guidance is currently under review • Hub and Spokes approach • the philosophy, principles, structures regulatory and good practice guidance would be the ‘hub’ and • Discrete pieces of guidance would be the ‘spokes’

  6. Emergency response • Multi-agency response to emergencies is co-ordinated by the Strategic Co-ordinating Groups (SCG) • There are 8 SCGs across Scotland, one for each police force area. However, this may change following the Police and Fire Reviews which are currently underway

  7. Integrated Emergency Management (IEM) • Focus on the effects of events rather than the cause • Develop flexible and adaptable arrangements • Five activities strengthen an integrated approach

  9. SGoRR • The Scottish Government Resilience Room (SGoRR) is the co-ordination centre for the Scottish Government’s corporate response • For a potential or continuing emergency, staff will activate SGoRR processes, equipment and arrangements

SGoRR • Allows for a clear picture of the situation on which to base decisions and develop a strategy for the response • Brief Ministers and officials • Coordinate operational and tactical activity • Effective engagement with responders and agencies on consequence management • Engage with other administrations

  11. CSC-SGoR • Sets Scottish Government’s strategic response priorities • Ensures the necessary Government resources support responders dealing with the incident • Identify national priorities for dealing with the incident, and the desired outcome

  12. Statements of Preparedness • Self assessment about levels of preparedness in a number of diverse areas • Key lessons identified over the past year • Strategic actions being taken forward • Issues about which the Scottish Government should be aware

Independent Review for Inland Water Rescue • Commissioned by Minister for Community Safety in May 2009 • followed concerns by some stakeholders about the lack of clarity of roles and responsibilities for inland water rescue • Paddy Tomkins QPM was appointed to conduct the review • An Advisory Group was established of key stakeholders to assist him

Review Conclusions • The Review concluded that there is no need for new legislation or wholesale change in current statutory arrangements and protocols “It is clear that Scotland already has a highly skilled and experienced water rescue capability. While the current multi-agency approach is robust, more can be done to ensure that the skills and resources of frontline responders, including the voluntary sector, are utilised in the most effective way.” Paddy Tomkins

Recommendations • Report included 15 recommendations focussing on: • Stronger, clearer governance arrangements. • The establishment of a comprehensive database of drownings, water related casualties and rescue incidents. • The establishment of public asset registers. • Improved communication between all agencies. • Increased public education of the potential dangers of inland water.

Response to Tomkins’ Report • Stakeholder Group considered the 15 recommendations in the Tomkins’ report and submitted its report to Scottish Ministers in February 2011 • http://www.scotland.gov.uk/About/swrc-review/stakeholder-review • Group brought together responder agencies and voluntary organisations at a national level

Ready Winter • A section of Ready Scotland on the Scottish Government website at www.ReadyScotland.org • Provides advice and information for the general public on preparing for, and coping with, all kinds of events that can result from winter weather • Highlights the importance of the things people can do to protect themselves, their families, their communities and businesses from the worst effects of winter weather

  19. Ready Winter offers simple practical steps people can take to prepare ahead of severe weather. • Provides quick and easy access to the rapidly changing information from other sources such as weather and flood warnings, public transport and traffic reports. www.ReadyScotland.org
