  2. What is Metro Regional Rail To Bakersfield • Manage more than 165 miles of R/W in L.A. County • Develop capital improvement projects and programs. • Coordinate with Metrolink, Amtrak, CHSRA, and freight.   3. Regional Rail in L.A. County • We are taking a stronger role in the region and the state regarding passenger rail. • Working with Metrolink to define needs in L.A. County. • Working with local municipalities to identify needs in L.A. County. • Developing a program. • Programming projects to advance regional rail. • Working with the LOSSAN JPA on strategic needs.

  4. California High Speed Rail • 2014 Business Plan places an emphasis on southern California • The Blended Service identifies an Initial Operating Segment to the San Fernando Valley in 2022. • This creates the need for substantial infrastructure development in the region to meet the HSR program. • Advanced timeline. • MOU provides for $1B of advance investment in southern California • Identified projects have independent utility.

Regional Rail Capital Program • Advancing projects address the following: • Grade Crossing and Corridor Safety on Metro owned right-of-way. • Capacity. • Community needs. • Advancing these projects: • Facilitates the high speed rail MOU. • Develops programs that are attractive for other sources of funding. • Benefits communities throughout L.A. County. • Benefits all passengers traveling within L.A. County.

  7. Regional Rail Capital Program

Program Management • The Metro Regional Rail Program is extensive. • Current construction estimate is approx. $750M. • Developing an RFP for Program Management. • The Regional Rail team will need staff augmentation for assistance. • Will include: • Management • Engineering support • Overall staff support.

  9. Southern California Regional Interconnector Project • Extends at least four LAUS platform tracks to exit at the south end of the yard. • Increases station capacity by 40% - 50%. • Reduces GHG by 44%. • Creates operational flexibility. • PM/CM opportunity Fall 2014that will include: • Management • Engineering support • CM support

  10. Southern California Regional Interconnector Project

Bob Hope Airport Pedestrian Bridge • Extends the elevated walkway from the Regional Intermodal Transportation Center to the existing Burbank Airport Station. • Metro awarded a state STIP allocation to connect the Regional Intermodal Transportation Center (RITC) with the existing Bob Hope Airport Station. • $7M is to be allocated for this project. • The Regional Rail team will be working with the Airport and Metrolink to develop this project. • An RFP for engineering is expected Summer 2014.

  13. Rosecrans/Marquardt Grade Separation • Grade separates the No.1 hazardous crossing in the state. • Part of the BNSF Triple Track Project. • Needed for safety and capacity. • Benefits passenger and freight rail. • Updating the engineering. Project Area

  14. CP White to Lone Hill • Double Track • Env. and PE • 3.9 Miles in length • Eliminate an existing bottleneck • Provide additional capacity - up to 44 trains • RFP expected Summer of 2014. Project Area

County Grade Crossing and Corridor Safety Program • Examine 111 at-grade crossings. • Develop an overall strategy to corridor solutions based on engineering, education, and enforcement. • Multi-phased program. • Extensive outreach to the communities. • Establish funding strategies to address crossing and corridor issues. • RFP in Summer 2014. • Will identify use of four Project Study Reports.

  17. Brighton to Roxford Double Track • Identified in AVL study as a significant constraint. • Second on the regional MOU priority list. • Will address grade crossing safety issues in the corridor. • Will facilitate HSR.

  18. What is in the Future? • Develop an L.A. County rail program. • AVL study, • San Bernardino Line study, • Grade crossing and corridor safety. • Advance projects and programs that: • Enhance capacity, • Improve mobility for the region, • Provide safety benefits. • Establish the programming need in L.A. County: • Measure R, • Grade crossing funding programs, • Other sources.
