    1. CONSULATE OF MEXICO INDIANAPOLIS, INDIANA “Matrícula Consular” Mexican Government Consular I.D.

    2. What is the Matrícula Consular? It is an official I.D. card issued by the Mexican Government, through its Consular Offices, to Mexican nationals living abroad.

    3. International Legal Framework Art. 5, a) and d), of the “Vienna Convention on Consular Relations”, signed by over 160 countries, included the U.S. and Mexico. The “consular registration”, recognized by International Law, and bilateral agreements, and exercised by every country around the world.

    4. What is the purpose of issuing the Matrícula Consular? Create a database of Mexican nationals living in each consular district. Provide Mexican nationals living abroad with a reliable identification document.

    5. Who is entitled to hold a Matrícula Consular? Only Mexican nationals: Who apply in person at a consulate, and Who can produce the required official documents.

    6. Documents required to obtain a Matrícula Consular: A. Proof of Mexican Nationality with one of the following documents: Original Mexican Birth Certificate National Military Service Card; Mexican Passport; Previous Consular ID Card, if it was issued for five years; Certificate of Mexican Nationality; Mexican Certificate of Naturalization; Declaration of Mexican Nationality; Mexican Certificate of Baptism verified by a Notary Public in Mexico;

    7. Documents required to obtain a Matrícula Consular: B. Proof of address within the Consular District (Indiana, Ohio, Kentucky and Southern Illinois): Lease agreement of personal residence Receipt of payment of any utility (electricity, telephone, gas) Receipt of payment of taxes or Social Security Number; State ID Card or State driver’s license, as long as it shows the current address;

    8. Documents required to obtain a Matrícula Consular: C. Verification of identity: Mexican Driver’s license; State ID Card (Indiana, Ohio, Kentucky or Illinois); Residence Card (Green Card); Mexican Voter ID with photo; Work Permit issued by the US government;

Mexican Authorities: Create a registry of Mexican Nationals residing in the U.S., and Find out: -where do they come from, -where do they live, -what do they work in, -what services do they need from the consulates.

    22. Why should the Matrícula consular be accepted as a valid I.D. in the United States? Because… It is a document recognized by International Law. It is an official issued by the Mexican government. It is reliable ID, issued on the basis of strict requirements, and It has 13 different security features, that make it very difficult to falsify.

    23. But also… Because, in fairness, Mexican immigrants deserve to have a recognized form of identification, without having to act outside the law, since they make important contributions to the economy of the places where they reside, and to the economy of the United States, and…

    24. Because the acceptance of the Matrícula consular as a valid I.D., facilitates the work of the law enforcement agencies, and, finally…

    25. Because it is an official identification, issued by a the government of a neighbor, a friend, a partner and an ally, that contributes to ensure individual and collective security in the United States.

    26. OTHER FACTS Mexico has the largest consular network in the U.S. with 45 Consulates. Each one of these representations can verify the authenticity of a Consular ID. The Matrícula Consular is an identification that incorporates the most advanced technology. The Mexican Government is committed to maintain and improve the security and reliability of the Matrícula Consular.
