    9. What the 20% by 2020 target represents for each Member State The %-point increases in RES-shares have to be added to the 2005 shares in order to get the overall targets. Due to the large difference in existing shares also the future shares differs between the countries, which all sum up to 20%. The Commission sets up measuring points for the immediately preceding compliance period between 2010 and 2020 in order to be able to follow the deployments and check if the development is on track according to the national targets (Dir 2008/??/EC, Article 3). The %-point increases in RES-shares have to be added to the 2005 shares in order to get the overall targets. Due to the large difference in existing shares also the future shares differs between the countries, which all sum up to 20%.
