  2. DES Action Plan for Education 2016 – 2019 DES – Action Plan for Education 2016 – 2019: ‘Clear ambition for Ireland to become the best education service in Europe over next decade’. New targets by end of 2019 *(10%+) • Goal 1: Improve the learning experience and the success of learners. (Objective 1.5: Increase the use of ICT in teaching, learning and assessment so that learners are equipped with the necessary skills to meet the challenges of a rapidly changing learning environment) ↓

Changed Strategies - Goal 2 (of 5) is to improve the progress of learners at risk of educational disadvantage or learners with SEN & Goal 3 – is to help those delivering education services to continuously improve Examples of how these link to CTCs? -Innovation ‘pilot’ (2)with An Cosán – TEL blended learning…………… -Innovation ‘pilot’ (1) QFI - CIEP……staff up process -CPD programmes -Learner Progression & Tracking & Modes of Learning for CTCs

  4. DES & SOLAS • Data recording systems to support SOLAS planning for FET funding- Funding Allocation Request & Review (FARRs) & Programme & Learner Support Services (PLSS). FET Provision Reports must be populated as a priority to provide a transparent, effective and accountable FET sector (see handout of reporting schedule 2019) • Noted that gaps remain in terms of learner outcomes. Tracking hugely important going forward, remember 9 ‘modes of learning’ in CTC key documents

  6. YR National Review SOLAS response due. Its role is to look at FET system as a whole. Possible overarching ‘Implementation Body’ as numerous reviews across DES….. • Report early 2019. Overall positive piece of research, important everyone reflects on report, focus to remain on YR programme and what we do well, integrated and collective approach required (no silos), validity of different models and approaches with localisation, closer alignment around staffing, governance and QA • 3 main challenges (geographical spread, declining demand, cost)

  8. Your CTC Business Plan • Ensure Innovative CTC objectives link to FET Strategies (DES →SOLAS → ETBs) • Consider ‘change management’ needs • Where is PMDS in your CTC? What is a PIP? • Staff supervision and support and ‘reflective practice’ strategies – does your CTC have these in place? • Board member support – what is it locally, regionally and nationally? • Corporate Governance – take the

  9. Some food for thought… • What is next for your CTC in collaboration with local ETBs? • Where is IACTO in your plan, 2019 = SLA year 3, what about Strategic Planning workshops? Can you support CTC ‘pilots’ for example, Can you nominate a Director to our Board? Can you attend quarterly forums? • Consider Board & GM prioritisation of CPD needs in 2019 → onwards • What about Staff CPD needs? Moving on………………

  10. Charities Governance Code Key dates to show how you are complying with the Code. The Charities Regulator will provide a suite of guidance to assist charities and charity trustees to meet all of the core standards outlined in the Code. • 2019 - will be a year of learning and preparation for charities. • 2020 - will be the first year that registered charities are expected to comply with the Code. • 2021 - will be the first year that registered charities are expected to report on their compliance with the Code. Comply or Explain principles

  11. Who is the Code for? The document is for charity trustees. The term ‘charity trustee’ can include: • committee members; • council members; • board members; or • directors of a charity. By law, charity trustees have individual and joint responsibility for what happens within their charity. This means that if their charity does not meet its legal duties, they are responsible both as individuals and together as a board, committee, council or other core group (referred to in this Code as the ‘board’).

The Purpose of PMDS is to.. • Contribute to continuous improvement in performance • Create greater clarity about what is to be achieved • Provide a basis for all staff to consider their performance in the context of clear BP objectives and links to ETB/DES requirements • Provide a basis for staff to consider their development in terms of the skills/competencies necessary to meet these objectives • Identify and provide appropriate competencies to achieve agreed objectives.

  14. Child Safeguarding – where are you at • Could existing risk management processes be adapted and implemented? • Remember - it is risk in relation to ‘Harm’ • Develop templates • Information / training • Governance & Board arrangements reminder

  15. What is Risk Assessment? A risk assessment is an exercise where your CTC examines all aspects of your service from a safeguarding perspective to establish whether: - there are any practices or features of your service that have the potential to put children at risk of harm (Children First Guidance 2017)

  16. Child Safeguarding & Absence • Any links between the above • Returning from periods of diagnosed illnesses and supports required

  17. Absence - Depression • Most people go through periods of feeling down. When you have clinical depression you feel sad for weeks or months, not just a few days. • Clinical depression can be a serious condition. It is not a sign of weakness. It is not something you can "snap out of" by "pulling yourself together". • With the right treatment and support, most people with clinical depression can make a full recovery.

  18. Continued……. • The symptoms of clinical depression can be complex and vary from person-to-person. Generally, if you have clinical depression: • you feel sad, hopeless and lose interest in things you used to enjoy • you experience these symptoms for at least 2 weeks • the symptoms are serious enough to interfere with work, social life or family

Psychological symptoms The psychological symptoms of clinical depression include: • continuous low mood or sadness • feeling hopeless and helpless • having low self-esteem • feeling tearful • feeling worthless or guilt-ridden • feeling irritable and intolerant of others • having no motivation or interest in things • finding it difficult to make decisions • not getting any enjoyment out of life • irritable mood • feeling anxious or worried • having suicidal thoughts or thoughts of harming yourself

  20. ACTION PLAN Who will lead the process/review? • Who is the provider? • Who is the relevant person? • Who is the mandated person/s? What relevant services do you provide to children within your organisation? Have you included matters relating to staff and causes of absence? Who are the stakeholders? How will you assess risk of harm to a child? What child safeguarding policies and procedures are already in place? What additional procedures need to be developed in 2019? Finally Consider: • Implementation strategy • Process for oversight and quality assurance
