    1. RNAV APPROACH PROCEDURES Donald P. Pate, Manager Flight Procedure Standards Branch EUROCONTROL RNAV Meeting Luxembourg January 31, 2001

    2. RNAV APPROACH CHART

    4. RNAV MINIMA RNAV minima are dependent on navigation equipment capability, as stated in the applicable AFM or AFMS, and as outlined below. NOS TERMINAL PROCEDURES TERMS/LANDING MINIMA DATA

    5. RNAV MINIMA continued

    6. APPROVAL BASIS Electronic VNAV (EVNAV) Based on WAAS vertical RNP- 0.3 VNAV Based on barometric VNAV (BVNAV) Requires compliance with AC 20-129 AFM entry, approved for approach operations Other RNAV Systems AC 90-97 provides guidance for operational use of GPS based LNAV/BVNAV systems Ops approval required for all other LNAV/BVNAV systems

    7. LNAV/VNAV VERTICAL OBSTRUCTION CLEARANCE

    8. LNAV/VNAV LATERAL OBSTRUCTION CLEARANCE

    9. RNP-0.3 TERPS RNP-0.3 Obstacle clearance criteria is currently under development for TERPS Planned schedule for publishing in TERPS is March 2001 Final approach obstacle clearance assessment will be based on linear areas Based on Alert Limits 1 RNP Alert : 2 RNP Obstacle Clearance 2 RNP Alert : 3 RNP Obstacle Clearance

    10. RNP VS STANDARD TERPS PRIMARY AREAS

    11. RNP IMPLEMENTATION Standard LNAV/VNAV Area Evaluation RNP Area Evaluation Identify controlling obstruction in each area Publish public DA based on standard area evaluation Annotate Form 8260-x with DA based on RNP area evaluation Qualified operator can be issued RNP minima

    12. OBSTACLE EVALUATION (OE) PROCESS OE process evaluates proposed construction Obstruction impact based on standard areas only Hazard if significant change of flight paths or increase in standard area minimums A no-hazard response based on RNP areas would allow construction adversely impacting procedures based on standard areas Increased density of new obstructions would develop near RNP areas: “Concrete Canyon”

    13. FAA IMPLEMENTATION ORDERS

    14. FAA Order 8260.48, Area Navigation (RNAV) Approach Construction Criteria Sloping Obstacle Clearance Surfaces (OCS) based on baro VNAV error budget including nonstandard temperature error Standard LNAV and RNP 0.3 obstacle clearance Operations to a Decision Altitude (DA) rather than a Minimum Descent Altitude (MDA) Published as LNAV/VNAV Procedure

    15. FAA Order 8260.44, Civil Utilization of Area Navigation (RNAV) Departure Procedures Level 1 Service 2 x (RNP) = 2 x (1.0) = 2.0 NM and Level 2 Service 2 x (RNP) = 2 x (2.0) = 4.0 NM

    16. LNAV/VNAV INSTRUMENT PROCEDURES YEAR - 2000

    17. RNP 0.3 LNAV/VNAV PROCEDURES YEAR - 2001

    18. DEPARTURE PROCEDURES Level 2: YEAR - 2000 Level 1: YEAR - 2001
