Division of Child Support ServicesWorkflow Intake Applications Walk-ins Mail CSP/On-line IV-A Referrals Foster Care Referrals Locate Automated Interfaces and Manual Searches are performed to locate Non-Custodial Parents Paternity Establishment DNA Paternity Test Court Order Establishment Financial Support Medical Support * Process service (Sherriff or private process server) Financial Centralized Payment Processing by the Family Support Registry (FSR) Enforcement Administrative and Judicial Actions are taken to collect delinquent payments (drivers license suspension, passport denial, tax intercept, lottery winning intercept, tag lien) etc. Review & Modification Administrative and/or Judicial Review of court orders that are 36 months old or older for possible modification of support amount.

Division of Child Support ServicesCourt Order Establishment Court Order Establishment: Court Order Establishment can be done by Judicial or Administrative Process during official Court Hearings or by Local Office Appointment, if consent: DCSS must establish an order of financial/medical support or complete service of process necessary to establish an order: Within 90 calendar days of locating the NCP, -or- Document unsuccessful service process attempts if there has been diligent efforts made Expedited Process – Success per Federal Timeframes as deemed from date of service process to final disposition are: 75 % within 6 months, and 90% within 12 months Long-Arm Jurisdiction – All of the above applies, with exception of disposition timeframe, which is: 12 months A core service in the Support/Order establishment process is to establish paternity for all children who are born out of wedlock.

Division of Child Support ServicesCourt Order Establishment Paternity Establishment: Paternity Establishment is included in the timeframes noted above for Financial/Medical Support Order Establishment and must be resolved as follows: Upon non face-to-face request from the NCP, DNA Testing should scheduled within 5 days. NCP must sign a Paternity Stipulation before testing is done. Upon face-to-face request from the NCP, DNA Testing should be performed on-site either by vendor if currently present on site or by trained local staff. NCP must sign a Paternity Stipulation before testing is done. Each child support office has staff that are trained to conduct DNA testing. DCSS established a successful partnership with the Georgia Department of Corrections for a Prison Paternity Project. 678 out of 874 children had paternity resolved via this project in FY10 90% of inmates voluntarily cooperated 17-20% are excluded as the father DCSS in cooperation with the Vital Records and Georgia birthing hospitals created a highly successful hospital-based voluntary paternity and legitimation acknowledgment (PA) program. 43,158 children had paternity established via the PA program in FY10 Approximately 95% or 41,000 were legitimated through the PA program
