Aim of the programme Contribute to global water and food security and sustainable economic development in river deltas worldwide by providing more effective and efficient responses to increasing pressure and rapid change(e.g. climate change, population growth and increasing economic activities).  Intersection of two NWO Themes: Water and Climate, Connecting Sustainable Cities  Dutch expertise: “Water Mondiaal”, DGIS Water for Development policy, Topsector policy

  3. Objectives Knowledge and research: New theories, knowledge and insights, high quality original research; Relevance for development: New tools and technologies, perspectives for action, pro-poor sustainable development; Capacity to innovate: Capabilities and skills to apply knowledge, individuals and organisations.  Ambitious but rewarding!

  4. Three programmefoci Understanding: enhancing fundamental knowledge on the delta metabolism Designing: developing new approaches and technologies in planning and design Implementing: determining socio-economic conditions and strengthening governance and institutional development  At least one focus, always include no. 3.

  5. Issues of interest (1) - Delta metabolism Smart sensoringobservation techniques; Interactions between water, climate and socio-economic developments; Land use change and adaptation to change;

  6. Issues of interest (2) - Planning & design Sustainable technology; Transport and logistic systems; Combining investments in construction, infrastructure, flood protection and water management.

  7. Issues of interest (3) - Governance Scenarios future demand for food, fresh water and energy; Risks and perceptions in water management and governance; Cooperation between separate governments; Participatory planning approaches.

  8. UDW structure & governance Calls for proposals: Competition; separated advice-decision making procedures; peer review and reply procedure Steering Committee: 8 members, representing funding agencies, including DGIS & NWO International Advisory Committee: international experts; academia and applied research, experts policy and practice, North and South

  10. Integrated Projects Consortia of at least four partners: 2x research and 2x non-research 2x North and 2x South=LMIC Lead by a Dutch senior researcher of academic institute At least one of the Southern partner from a DGIS ‘water partner’ country or a ‘transboundary river basin’ country

Subsidy Amount available: €5.5M Maximum of € 750,000/project for 4-5 years; Personnel: • PhD and post-docs at academic institutions; • Senior staff: limited to knowledge sharing & capacity development All other project costs: travel, accommodation, durables, consumables Some specific conditions apply for activities like capacity development, knowledge sharing

Partnership & Co-funding Partnership: Preferably Public-Private Partnerships Part of the selection criteria Co-funding is a prerequisite In-kind (e.g. human input, data) or cash Co-funding: All types of partners beyond academic institutes 5 % over part of project budget < €500,000 25 % over part of project budget > €500,000

  17. Criteria preliminary proposals 1. Quality knowledge generation and research: New knowledge and insights; Originality in research design; Inter or transdisciplinarityand integrative approach. 2. Relevance for sustainable development: Rootedness in stakeholder demands; Potential tools and technologies and perspectives for action.

  18. Criteria preliminary proposals 3. Potential for capacity development: Relevance of identified stakeholders. 4. Coherence and synergy in project and process design: Collaborative working procedures and arrangements in the project design/workshop; Strength of the public-private partnership.

Planning First stage: Preliminary applications Deadline - 1 March 2013 Advice by IAC - April 2013 ±14 selected consortia invited - May 2013 Joint elaboration full application - May-August 2013  Training & workshop Second stage full proposals: Full applications Deadline - 14 August 2013 Peer review / Reply applicants - August-October 2013 Advice by IAC / Decision by SC - November 2013 Start IP – from December 2013 to July 2014

  20. Activities at programme level Regional workshops & UDW conferences Inter-project knowledge sharing / part of project budgets Joint publications Support facilities, e.g. virtual working space, info-sheets on output (e.g. d-bases, manuals, publications), website, newsletter et cetera
