  2. I. Learning Roles of UP as the National University 1. Learning to learn 2. Learning for truth 3. Learning for leadership 4. Learning for social transformation

Emphases of UP Education First, leadership ability (32%), which includes independence, articulateness, assertiveness and self-confidence; Second, the work ethic (27%), notably patience, discipline, diligence, resourcefulness and efficiency; and Third, intellectual capacities (24%), which include critical/analytical thinking, academic excellence and creativity.

  4. II. Emphases of UP Education A far fourth is social orientation (11%), showing relatively weak compassion, a weak sense of service and a weak pro-people inclination; Ethical/moral uprightness, exemplified by honesty and integrity, was at the bottom of the list (2.9%).

  6. III. Fulfilling the Leadership Roles of UP as the National University • Develop the UP President’s capacity to lead the UP System itself (Internal leadership of UP). • Develop UP’s capacity for leadership in national and international higher education (External leadership).

  7. Developing the leadership capacities of the UP President and of UP as a whole • Make every college a “national college.” Many but not all of our colleges are now virtual “national colleges.”

  8. Developing the leadership capacities of the UP President and of UP as a whole 2. Revitalize the Education Research Program (ERP) as a UP Center for Academic Research, to undertake assessments of UP education and national education.

  9. Developing the leadership capacities of the UP President and of UP as a whole 3. Revive and strengthen the National Inter-University Forum on Education (NI-UFE) to strengthen UP’s collaboration with other universities, public and private.

  10. Developing the leadership capacities of the UP President and of UP as a whole 4. Revive and strengthen the Ugnayan ng Pahinungod to coordinate volunteerism and community service as mandated by the UP Charter of 2008.

  11. Developing the leadership capacities of the UP President and of UP as a whole 5. Awaken the role of the Sentro ng Wikang Filipino in helping evolve the national language and promote all regional languages.

  12. Developing the leadership capacities of the UP President and of UP as a whole 6. Reorganize and strengthen the University Center for Integrated and Development Studies to direct and coordinate the state-of-the-nation assessments mandated by the UP Charter of 2008.

  13. Developing the leadership capacities of the UP President and of UP as a whole 7. Consider establishing a UP Center for Advanced Studies to involve visiting Filipino and foreign scholars in UP’s intellectual life.

Establish a UP Survey Research Center (Boses ng Bayan) to conduct periodic public opinion polls on the quality of life and governance, and the state of the nation. This is important for UP as the National University.

  18. Vision and Mission of UP as the National University On the basis of the Revised UP Charter, let me share with you an interpretation of the vision and mission of UP as the National University in the following draft statement.

Vision of UP as the National University Linking our vision for UP as the National University to the nation's vision for our society in the Constitution, UP shall contribute to the nation’s learning for truth, leadership and social transformation. To this end UP shall lead in improving the nation’s system of higher education.

  20. Mission of UP as the National University UP faculty and scholars shall therefore help in building a peaceful, democratic, just and humane, and sustainable society and world - through their teaching, research, extension, and public service. In carrying out this mission, UP shall actively collaborate with other institutions of higher learning.
