Legal basis for settingup the NRN National legislation: • Art. 37a of the Law of 7 March 2007 on support for rural development through co-financing by the European Agricultural Fund for Rural Development (EAFRD); • Regulation of the President of the Council of Ministers of 18 March 2009 on the National Rural Development Network; • Regulation No 47 of the Minister of Agriculture and Rural Development of September 2010 for setting up Working Group of the National Rural Network.

Objectives of the NRN • support for implementation and evaluation of rural development policy; • activation of organizations and administrative structures engaged in rural development; • identification, analysis, exchange of information and knowledge of rural development among all stakeholders at local, regional, national and Community levels; • dissemination of knowleadge about rural development strategy; • enhancement of effectiveness of measures implemented under RDP 2007-2013.

Structure of the NRN • National Network Unit • in the Ministry of Agriculture and Rural Development - Central Sekretariat • in FAPA - with regard to the agreement of October2011, the Minister ofAgriculturedelegatedFAPA carrying out the tasks of the Central Secretariat of the NRN in ensuring the functioning of the Polish Network Theyareresponsible for coordinating the establishment and operation of NRN. The National Network Unit’staskis to create and run the Network’sweb portal and to facilitate mutual relationsbetween Network participants. • 16 Regional Network Units - coordinaterelationsbetween Network participantsin a given region and cooperationbetween regions.

The Working Group of the NRN (1) The Working Group is composed of representative of central and local administration and representatives of organisations and institutions working for rural development. Number members of the NRN Working Group – 47. The objective of the Working Group is to • to appoint thematic working groups and manage their work. • to specify NRN priorities and recommendations for actions, • to monitor NRN activities on a current basis • to appoint thematic working groups and • to manage their work.

The Working Group of the NRN (2) Examples members of the NRN Working Group: • representative of the National Network Unit and 16 regional units; • representatives of the Ministries; • representative of Local Action Group; • representative of NGO’s; • representative of schools of higher education; • representative of trade unions; • representative of branch unions of agricultural produces; • representative of an employer’s organisation; • representative of Union of Polish Banks; • representative of FAPA.

  11. The Working Group of the NRN (3) Meetingstake place 4 times per year. Targets set up by Working Group ateachmeeting: - to approve of Action Plan of NRN for another - to approve of prioryties for another - to approvetasks of 5 thematicworkinggroups: • Thematic Group on the Leader approach • Thematic Groups for young people in rural areas. • Thematic group on. sustainable rural development. • Thematic Group on village renewal and conservation and protection of cultural heritage. • Thematic Group 'village in the new economy

Action Plan (1) Framework: • introdaction; • objectives of the measure (priorities); • obligatory measure; • detailed measure are planning to realise; • schedule of measures; • indicative budget (a financial plan broken down into particular measures); • information of source of co-financing measure. Action Plans drawn up for two-years periods for the National Network Units and regional units.

Action Plan (2) Action Plan including following general obligatory measure: • identification and analysis of good practices in rural development that can be transferred and transmission of information thereon; • transfer of good practices, innovative projects and organisation of the exchange of experiences and know-how; • preparation of training programmes for LAGs under creation, including the exchange of experiences between Local Action Groups; • network management; • technical assistance for inter-regional and trans-national cooperation; • support for inter-institutional cooperation, including international cooperation; • exchange of knowledge and evaluation of rural development policy.

Work on the new Action Plan 2012-2013 At the VII meeting of the Working Group membersapproved the following priorities of Polish NRN: • Enhancing the efficiency of tasks ledby local action groups (LAGs), including activation of the rural community and the construction and implementation of local development strategies, • Promoting business development in rural areas and joint economic activities • Support for rural tourism development in the tourism, promotion of traditional and local products, and food quality • Promotion of sustainable rural development and territorial cohesion • Support efforts to preserve and protect the traditions and heritage and cultural landscape of the countryside, • The future of the Common Agricultural Policy after 2013 and its second pillar of rural development.

  16. Members of the NRN (1) According to RDP 2007-2013, NRN has an open character. The NRN stucture brings together administrative structures (at local, regional and national levels) and other stakeholders that contribute to rural development and have direct or indirect impact on a better use of EAFRD instruments. Aplication form for members is available at following websitewww.ksow.pl At present we have approximately 2001 members.

Members of the NRN (2) Examples of members: • government administration bodies interested in rural development, including institutions responsible for structural funds; • voivodship, commune and poviat self-governemts; • branch organisations; • cooperatice organisations; • agrcultural chambres; • institutes reporting to ministries; • economic entities; • research and development centres; • NGO’s, inparticular those operating in agri-food sector or working for broadly understood rural development; • state agricultural advisory units; • nature conservation services; • Local Action Groups (LAGs); • school of secondary education; • farmers

  18. Budget The budget of the NRN is planned at EUR 55 million and is ensured under Technical Assistance of RDP 2007-2013. In includes expenditure on the operation of NRN structure such as the costs of the organisation and operation of the NRN National Network Unit and regional units – EUR 11 million, and expenditure on implementation of tasks under the network (in accordance with NRN Action Plan) – EUR 44 million.

NRN Bulletin • In 2010 the structure of a Bulletin changed • Now it is a quarterly journal divided into two parts • One part is devoted to different aspects of functioning of the NRDN (problematic papers of different authors) • Second part is devoted to current activities of partners/regional secretaries etc.

Leader - objectives of the measure • building social capital in rural areas by activating its inhabitants, • contributing to the creation of new places of work in these areas • improving the management of local resources through the involvement of local public-private partnerships (Local Action Groups - LAGs) in the management of these areas.

  39. beneficiary The beneficiaries are the local action groups (LGD in Polish), implementing local development strategies and entities conducting operations under these strategies.Leader is implemented in rural areas.

Scope of assistance Leader consist of: "Running the local action group, skills acquisition and animation", "Implementation of local development strategies", "The implementation of cooperation projects.„ Local development strategies developed by LGD implement the objectives of the RDP III-axis, ie: related to the improvement of life and business environment. Leader implemented projects related to rural renewal, diversification of agricultural activities and the development of micro-enterprises (as a general rule - under the terms of the relevant measures of Axis III)

Forms and amount of aid • Operations associated with the renovation of the village benefit from the 80% funding and maximum limits on the aid referred to in this action. • "Small projects" can get funding no more than 25 000 zł and 70% of eligible project costs. • The functioning of LAGs and cooperation projects are reimbursed at 100%.
