FARM ADVISORY SERVICES IN EU • MULTIPLE AND DIVERSE SOLUTIONS • state supported entities- Belgium, Greece, Sweden, Germany (southern region), Slovenia, Portugal, Luxembourg • partialy state supported entities - Ireland, Czech Republic, Poland, Slovakia, Hungary, Estonia, Lithuania, Latvia • private entities – Nederland, GB, Denmark • within agriculture chambers – Austria, Slovenia, France, Germany (western region)

AKIS - AGRICULTURAL KNOWLEDGE & INFORMATION SYSTEMS AKIS : How and from what sources can farmers get reliable & relevant knowledge, as well as orientation & support AKIS should provide farmers with relevant knowledge and networks around innovations in agriculture. ADVISORY SERVICES -ESSENTIAL PART OF AKIS

FAS WITHIN CAP FARM ADVISORY SYSTEM WITHIN CAP • INTRODUCTION OF CROSS COMPLIANCE MEASURES – Council regulation 1782/2003 • Despite existing Advisory/Extension Services • FARM ADVISORY SYSTEM AS OBLIGATION • system should help farmers to become more aware of: • material flows and on-farm processes relating to the • environment, • food safety, • animal health and welfare

FAS WITHIN CAP INITIAL LEGAL ARCHITECTURE Council Regulation 1782/2003 - establishing of common rules for direct support schemes under the common agricultural policy Council Regulation1698/2005 - European Agricultural Fund for Rural Development for the setting-up and use of advisory Services Commission Regulation 1974/2006 – defines initial legal architecture of this instrument of common agricultural policy

  10. FAS WITHIN CAP REQUIREMENTS • Member States establish and operate a system of advising • farmers on land and farm management. • The farm advisory system must cover at least • the statutory management requirements (SMRa) and the good agricultural and environmentalcondition (GAECs)

  11. FAS WITHIN CAP STRUCTURE • - government coordination unit • an implementationunit (government or out-sourced) • number of accredited or designated operating bodies OBs • An open selection process for OB has been implemented in 14 MS

FAS WITHIN CAP SCOPE OF WORK • 14 MS (depending of the regions in BE, DE, IT, • UK) advisory activities tend to focus strictly on the Statutory Management • Requirements (SMR) and the Good Agricultural and Environmental Conditions • (GAEC), • 12 MS advisory activities tend to be broadened to issues going • beyond the scope of cross compliance. • ADE – ADAS – AGROTEC- Evaluators.EU

  13. FINANCING PRESENT REGULATORY FRAMEWORK Regulation 1305/2013 of the European Parliament and of the Council on support for rural development by the European Agricultural Fund for Rural Development (EAFRD) • SETTING UP FAS ACTIVITIES – UP TO 200.000 EUR PER 3 YEARS • UP TO 1500 EUR PER ADVICE

FUTURE ADVISORY SERVICES 2014-2020 ENVISAGED SCOPE OF WORK • Cross-compliance • green direct payments • Water Framework Directive and Sustainable Use of Pesticides • requirements related to climate change mitigation and adaptation, • biodiversity, protection of water, animal and plant disease notification andinnovation • sustainable development of the economic activity of the small farms, at least of the farms participating in the small farmersscheme • sustainable development of the economicactivity of holdings which are not small farms, according to national legislation

FUTURE CAP 2014-2020 aims to: modern agri-food sector and rural communities thatsucessfully cope with new economic, environmental and territorial challenges KNOWLEDGE becomes of paramount importance PROPOSED MODEL ADVISORY SERVICES, EXPECTS MORE SIGNIFICANT ROLE AND AND POSITION WITHIN THE AGRICULTURE

FUTURE ADVISORY SERVICES 2014-2020 - ENVISAGED SCOPE OF WORK • European Innovation Partnership network • promoting productivity and efficiency of the agricultural sector. • sustainability of agriculture • 5 main areas of innovative activities: • Primary production: technical solutions to increasing productivity and economic viability. • Resource management: eco-system services, soil functionality, water management, and genetic resources (“public goods”). • Bio-economy: innovative technology for the bio-based economy bio-refinery; new products; reduction of post harvest loss. • Supply chain: integrated supply chain solutions; new services; logistics, and management systems. • Quality and consumers: food quality, food safety, and healthy lifestyles.

  18. FUTURE CONCLUSION Present CAP reform is one of the most significant ever undertaken. What is for sure? AGRICULTURE IS INCREASINGLY DEMANDING KNOWLEDGE BECOMES INCREASINGLY IMPORTANT
