  1. LATVIAN ENVIRONMENT, GEOLOGY AND METEOROLOGY AGENCY Ilze Kirstuka Deputy Director Workshop of the Twinning project on Water Quality, 4-6 September, 2006

  2. Goal • Mission • Structure • Functions • Opportunities of Latvian Environment, Geology and Meteorology Agency

  3. Goal LEGMA established on 1 January 2005 by reorganization of 3 institutions: • Latvian Hydrometeorological Agency • Latvian Environment Agency • State Geological Survey Development of Shared Environment InformationSystem in Latvia compatible with the main state registers and international data sets to provide relevant and reliable information to policy-makers and general public on national and international level to improve the quality of life MONITORING→DATA→INFORMATION→ASSESSMENT→REPORTING

  4. Mission Topic areas: • ENVIRONMENT – air quality, air emissions, surface & groundwater quality & quantity, wastewaters, biological diversity & nature protection, land cover, chemicals, waste • GEOLOGY – subsoil natural recources • HYDROLOGY • METEOROLOGY Activities • Coordination of State Monitoring • Data&Information Compilation, Processing, Assessment, Forecasting • Reporting & Data and Information Sharing • Notification, Licensing, Management Plan development

  5. Decision Report Assessment & Analysis Information Data Monitoring

  6. Law on Environment Protection Law on Natural Resources Taxes Law on Pollution Law on Waste Management Law on EIA Law on Chemical Substances and Chemical Products Law on Species and Biotops Law on Water Management Law on Packaging Legislation

  8. Information Systems on • Meteorological conditions (CLIDATA) • Hydrological conditions (CLIDATA) • Subsoil natural resources • Air quality (GPNDSA) • Surface water quality (chemical and biological) • Groundwater quality and quantity • Protected species, protected nature areas, biotopes • Pollution sources (air emissions, water use, wastewater, waste, polluted areas, EPER (PRTR), hazardous substances, GHG emissions, POPs, chemicals etc.)

  9. Water Permits Taxes on Natural Resources Data bases (DPSIR approach): STATE (IMPACT) PRESSURE Particularly Protected Natural Areas Annual State Statistics on AirEmissions Protected Plant species Greenhouse Gases Emissions Surface water quality Annual State Statistics on Water CLIDATA Subsoil Resources Annual State Statistics on Waste Groundwater Quality & Quantity EPER Air Quality RESPONSE Annual State Statistics on Chemicals

  10. Services Laboratory is accredited by Latvian National Accreditation Bureau according requirements of EN/IEC17025 Scope of accreditation includes 135 test methods; total number of active test methods is more then160

  11. Analytical services General parameters in water, air and soil Heavy metals Oil products(identification, agedetermination) Organic compounds (PCB, PAH, BETX, pesticides, hydrocarbons etc.) in water, air and soil VOC inatmosphere, indoor air and emissions NOx, SO2, CO, CO2, particles, flow parameters of emissions from stationary sources Biological quality parameters of surface waters and microbiological testing of water

  12. Problems ? Needed data: for environmental policy - development, - implementation, - evaluation Existing data: - free available - restricted availability

  13. Problems • Existing Data ≠ Needed Data • Data & Information Quality, Reliability • IT Quality • Compatible Data Bases • Unified Coding, Classification System • Comparable Data Sets
