  20. S Standards GENEROUS Health Department Standards: 1 Hospital per 25,000 population. Instead, by using Population per Bed (eg. 1 bed per 1,000 persons) the wide differences in provision are clearer. CROWDED Recommend use of Appropriate Standards for all Services and Facilities. Can plan for both existing and any projected growth.

U Urban Management The plans are OK but …. ………………..there’s no enforcement! ………………..there’s no money to build/maintain the new roads! ………………..there’s no State Land reserved for new schools! ………………..different agencies have different plans! ………………..decisions have been made without telling us!
