  2. republic of macedonia-BASIC INFO Macedonia has an area of 25,713 km² 2.1 million inhabitants Capital city – Skopje. Independent since 1991. EU candidate country since 2005, EC recommendation to start negotiations since 2009. NATO membership blocked since 2008.

  4. International, or "E" roads that pass through Macedonia

  5. As a part of the former Yugoslav federation, the Republic of Macedonia was unable to create its own transport policy and develop its priorities in the area of infrastructure. The main decisions regarding the corridors and their development were done in the federal capital, and there was no political will to connect the former socialist Macedonia with all of its neighbours. • The reason of that was to maintain the political influence. The example of this is the lack of highway and railroad infrastructure connections of the Republic of Macedonia with the Republic of Bulgaria and the Republic of Albania, on the east-west corridor, named as Corridor no. 8. • This situation was most damaging during the first years of independence, and still is obstacle to the Macedonian economy.

  6. EU Corridors in Macedonia Corridor No. 10 (North - South): Starts from northern Europe,goes through Serbia and Macedonia, to Greece. Corridor No.8 (East - West): Starts from Bulgaria (Burgas), goes through Macedonia and finishes in Albania (Durres).

  7. Present situation and ongoing activities in Macedonia regarding construction and rehabilitation - Corridor 8 and 10 • As a top priority for Macedonia, road Corridor 8 construction, is in advanced phase. Corridor 8 passes through R. of Macedonia with a length of 304 km, but there are several different classes (grades) of roads present: • - Border with R.Bulgaria to Kumanovo (E-871) is a national road. • - The express road section from "Kriva Palanka - Rankovce" is ongoing tender procedure for selection of the contractor, with the length of 26 km. Geometric elements of the road are made for driving speed 110 km/h. The estimated value of the construction is 78 million Euros (funds from the loan with the World Bank). • - From Kumanovo to Miladinovci (E-75) - motorway with recent finished rehabilitation of 23 km road construction priced at 5.10 million Euros. New pay toll stations construction are in finishing stage. • - Ring road around Skopje on the level of motorway 26 km (2009) • - Skopje - Tetovo - Gostivar (E-65) built like motorway, rehabilitation ongoing. • - Gostivar - Kicevo – national road (E-65), with completed project for motorway (about 47 km), no funding yet. • - Kicevo - Ohrid - motorway construction (E-65), worth about 374 million euros, with a length of 56,7 km. Construction started in 2014, and should end the year 2021. Funds from China EXIM Bank.

  8. -Trebenista - Struga, design is completed for motorway solution in length of 8.5 km. With an estimated value of 45 million Euros. Status: The project is in phase of expropriation of land and obtaining permits for construction. • -Struga - border with R. Albania, national road. • Railway corridor 8 • All designs for railroad Corridor 8 (to Albania and Bulgaria), finished and revised. • There is ongoing construction on Kumanovo-Beljakovce railroad, length 30 km, with EBRD loan of 42 million Euros. Also, there are ongoing tender procedure for construction of Beljakovce-Kriva Palanka railroad, length 35 km, aprox.price cost of construction 160 million Euros. For the last section Kriva Palanka-Deve Bair, length 24 km, aprox.cost of construction 350 million Euros, there are no procedures started. • Regarding the railway connection with Albania, the projected price of line Kicevo-Lin is 450 million Euros, length 65 km. All designs are finished and revised. No funding is secured. • There is a plan for reconstruction and electrification of Skopje-Kicevo railway line, according to EU standards, but no procedures started yet.

Road Corridor 10 Section Demir Kapija – Smokvica With the completion of Corridor 10, at a highway level, the capacity and the overall efficiency of the route E-75 North – South undoubtedly improved, thus obtaining safe and faster transport. The construction of the motorway section (a total length of 28.3 kilometres) was completed in April 2018 (with minor works to be finished) with funds from the IPA Component for Regional Development, EBRD, EIB (European Investment Bank), as well as national funds. Rehabilitation of the motorway section Veles – Katlanovo The rehabilitation of the motorway section Veles – Katlanovo improved the capacity and overall efficiency of the route E-75 South – North and provided safe and faster transport. Rehabilitation of bridges with grant from NATO (Road Corridor 10) The third phase of the project relates to strengthening of 13 bridge constructions along the section: Veles – Katlanovo and rehabilitation of the secondary elements of the bridge constructions such as drainage of the water systems in case of bad weather conditions, replacement of the protective railings, as well as replacement and repairing of the carriageway construction on these bridges. The activities were completed by the middle of 2016.

  10. -Rehabilitation and upgrading of the motorway section Smokvica – Gevgelija The rehabilitation of this part of Corridor X shall provide conditions for safe and faster transport of the motorway, thus improving the capacity of the overall efficiency of route A1 (E-75). The contract value is 8.971.170 euro, out of which 85% are IPA funds, and the other 15% are budget funds. -Construction of road A1 and Pan-European Corridor Xd Gradsko – Prilep This represents a road at the expressway level: The section at the bridge on river Raec – interchange Drenovo (a total length of 10,2 kilometres) shall be financed with an EBRD loan, and it will be completed in two years time. The section Gradsko – Drenovo will be financed with IPA funds under the Operational Programme for Sector Transport (SOPT 2014-2020) and works started in the first half of 2017. Currently slowed due to archaeological excavations. Railway Corridor 10 -Built in 1873 in Ottoman times. There is a constant rehabilitation on minor sections. Fully electrified. At the moment no traffic due to bridge column failure. -Railway section Bitola-Kremenica (border with Greece) its been constructed at the moment

Ongoing major projects on other road sections -Current projects of the state road A4 Blace - Skopje - Shtip - Radovis - Strumica - Novo Selo: There is an ongoing construction of new highway Miladinovci – Shtip with a loan from the China Exim Bank. The construction is in progress and is planned to be completed by the end of 2018. The length of the highway is in a total of 47 kilometres; -On going design of a major project at basic level for building a highway Skopje – Blace (Border with Kosovo, in a total length 12.5 kilometres). The design of the project has begun in March 2015. A grant from the WBIF was received for the project; -On going construction of the expressway from Shtip to Radovish (two lanes for driving and two lanes for emergency stop in a total of length of 40 kilometres). For this project, a loan agreement was signed with EBRD at the amount of 64 million euro; -On going construction of expressway for the section Shtip - Kocani (with a length of 28 kilometres) with a loan from the EBRD at the amount of 54 million euro. This section has better geometric characteristics since in this future it will turn into a highway solution to connect with Shtip – Miladinovci highway. The solution for redirecting the section from the previously planned existing road will avoid driving through the villages in the region.

  12. Upcoming road rehabilitation projects -Due to cancelation of the construction of express road section Ohrid-Sveti Naum (border with Albania), funded by EBRD, the Government decided to reconstruct and rehabilitate carriageways, of national and regional roads in total length of 422 km, in total worth of 86 Million euros. -For 2018, two tender groups are on going. First group rehabilitations, in length of 103 km, 7 sections, worth of 21 million euros. Second group rehabilitations, 7 sections, in length of 107 km, worth od 21,5 million euros. -For 2019, another two tendering groups are planned. First group, in length of 63 km, 5 sections, worth of 18,5 million euros, and second tendering group, in length of 148 km, 7 sections, 24,8 million euros.

Going further on • -Despite the solid reference of designs and feasibility studies, the Public Enterprise for National and Regional Roads, responsible for financing road construction, is planning another cycle of project assignments, which will the define the needed designs for new motorways, express roads and regional roads, but also reconstruction and rehabilitation of existing ones. • Some of them, which are of greater importance are: • -New motorway Veles-Prilep • -Express road Bitola-Medzitlija (border with Greece), with ring road of Bitola • -Motorway Prilep-Bitola (first phase express road design) • -Motorway Tetovo-Gostivar, reconstruction and rehabilitation, with widening (eliminating New Jersey concrete fence and making standard dimensions of motorway profile) • -Rehabilitation of all highway sections around Capital Skopje • -Designs for rehabilitation of EBRD funded sections • -Design for ring road of Resen • -Design for express road Strumica-border with R. Bulgaria, with elements for possible motorway • -Design for motorway Struga – Kjafasan (border with Albania) • -Design for express road Kriva Palanka-Deve Bair (Border with Bulgaria) • -Design for express road Radovish-Strumica

  14. -“The Economy of time in the transport” demands higher speeds, transportation loads, more powerful engines, unification of the integral transport, and of course better geometry and elements of the transport infrastructure. -We can not propose, neither decide on transport solutions in which we don’t recognize the future. Not only because of us, but also because of unification with the transport policies of our neighbors and the EU. -A highway can be built of two reasons: Economic need with complete financial justification or political decision. Highway Skopje-Sofia, somewhere in between. On Macedonian side (Kumanovo-Border with Bulgaria) there are several projects for rehabilitation and building an express roads sections on this road. There is a need of immediate synchronization with the Bulgarian side. Target should be a new highway with all prerogatives in technical terms. -Technical and political intensive coordination is needed. -Avoid “POOR PAYS TWICE”

  15. Not to forget… • One of the pillars of the integration of the Western Balkans in the European Union is the connectivity agenda, which is supported by the Berlin process, initiated by Germany and Great Britain. • Rising positive image of Bulgaria in the European Union as regional leader, and the past Presidency with the European Council, contributed to the interests of Macedonia and Bulgaria, for raising the awareness for better and modern transport connections and concrete steps from Bulgarian side, to finish the road and railroad connection between Skopje and Sofia. • Also, a Transport Secretariat is expected to be formed by end of this year, based in Belgrade, as another crucial step in reinforcing and coordinating infrastructure projects in the Western Balkans. • The balance of keeping the relatively low level of indeptness, continuing the investment cycle and keeping the solid economic growth is still a challenge, but Macedonia is not in the group of highly indepted countries. • Which mean a lot of work in front of us…
