GWACs Defined

  • Government-wide Acquisition Contracts are Task or Delivery Order Contracts for Information Technology (IT)

  • Established by One Agency for Government-wide Use

  • Operated by an Executive Agency Designated by the Office of Management and Budget (OMB)

  • Designed to Streamline Acquisition of IT Products, Services, and Solutions

  • Not open for use by state and local governments

GWACs are designed to support complex, long-term, information technology (IT) programs often consisting of a mix of hardware, software, networking, and professional services to achieve an overall IT outcome such as a data center migration or completion of a major software project.

GWAC – Overview

  • Contracting officers external to the GWAC Center place orders against the base contracts

    • Contracting officers in GSA’s Assisted Acquisition Service make extensive use of GSA’s GWACs – comprise about 50% of the business volume

    • Contracting officers from other agencies comprise the remaining 50% of the business volume

  • 37 Federal FTE dedicated to managing GSA’s GWACs

    • Manages a diversified portfolio of 8(a), Small, and Service-Disabled Veteran-Owned Small Business (SDVO) set-aside contracts
