  2. Overview • User Engagement in GEO • Highlights of 2011 activities • Coordinative activities (committees and SBAs) • Recommendations from the UIC to Plenary

  3. ? What is User Engagement ? • It starts with the face-to-face engagement of a “spectrum” of relevant Users (often decision-makers) to learn about what they do and what from GEOSS could help them do it better. • It ends with feedback from the Users on whether the science or decision-making improved and the anticipated impacts and societal benefits were realized. “A USER DRIVEN GEOSS”

  4. User Engagement in GEO During the last six years, user engagement has been accomplished through • Presentations at meetings of the UIC, • Collaborations in the GEO Communities of Practice, and • SBA-focused workshops put on within GEO tasks.

  5. Highlights from UIC’s 2011 User Engagement - one • The User Engagement Session in Beijingin November 2010 was held for two days to involve participants from Asia and Oceania • In addition, nine Communities of Practice gave updates on their progress and user related activities. • UIC offered an exhibition booth with frequent dialogue to (potential) users at the International Symposium on Remote Sensing of Environment in Sydney in April 2011

Highlights from UIC’s 2011 User Engagement - two Workshop on “Building a User-Driven GEOSS (at ISRSE in Sydney) identified issues for GEO consideration • There may be potentially large user groups • Users want products, not just information where products could be found • Licensing of GEOSS products could be a turn-away • Multiple registrations are a problem for GEOSS users • Delays in outreach activities are detrimental • Games promoting Earth observations need to be web-based • Surveys of web usage could provide clues on Earth Observation users • Separation between users and providers is becoming more diffuse

Highlights from UIC’s 2011 User Engagement - three The User Engagementactivities at the UIC meetings in Vienna, Austria included: • Information on GEO Coordination in Austria and activities of both the Austrian GEO Secretariat and the Austrian Meteorological and Seismological Service, • Presentation by the International Atomic Energy Agency, Vienna, on their SIMPACTS program (the IAEA Energy assessments), • Presentation about discussions with Austrian Public Television about the needs and expectations of the public for TV and radio weather information, • Interactions with UNOOSA United Nations Office for Outer Space Affairs on their activities especially UNSPIDER, • Overview of GEONET and how this activity fits within the User Engagement activities.

Highlights from UIC’s 2011 User Engagement - four The Salzburg, Austria, recommendations on the Work Plan V1 • Real progress should be reported by each Task at least once a year, but preferably twice per year at the Work Plan Symposium and Plenary; • Management of Communities of Practice be shared between two entities: For review of current CoPs, the responsibility could be given to the Societal Benefits Implementation Board and review and approval of new CoPs could be managed through Task ID-04; • A CoP Symposium is needed and could be part of the next Work Plan Symposium; • The post-2015 Working Group should explore how the active participation and user interface in GEO can be expanded.

Highlights from UIC’s 2011 User Engagement - five The User Engagement session in Istanbul, Turkey included • Presentations from a wide range of users from different SBA’s (Health, Water, Energy); • Global Forest Observation Initiative (GFOI) • GEOSS Common Infrastructure (GCI) • Integrated Global Water Cycle Observations (IGWCO) • Feedback on User Requirements Registry (URR) • Feedback from attendees : • Produce a guide for user engagement (on how to engage with different types of users) • Believe in the value of these user engagement sessions

Task US-09-01a – Earth Observations Priorities Objective: Identify critical Earth observation priorities common to many GEO SBAs Cross-SBA report and Individual SBA reports on User-Based priority observation needs During the past year the value of the individual SBA reports has been realized by GEO committees. Reports released at Plenary VII. Available athttp://sbageotask.larc.nasa.gov/ 10

Task US-09-01a Ongoing Steps: Identify specific parameter characteristics across SBAs Gap analysiscomparing users’ priorities to current and planned availability of observations Complete a sub-report on Biodiversity Update the cross-SBA report The “ADC Sprint to Plenary”is usingthe needs from the observational priorities in all the SBA sub-reports to test the GCI.

Prototype User Requirements Registry • A prototype GEO User Requirements Registry (URR) was exhibitedat the 2010 Plenary by the the UIC, and demonstrated the publishing, sharing, analysis of user needs and applications. • The URR has been populated using info extracted from the reports produced by the GEO Task US-09-01a for two SBAs – Disasters and Health • In 2011,additional features are being added to the prototype and user requirements obtained from the Coastal Zone CoP are being put into the registry. • In 2012, the registry will be integrated into the GCI.

Communities of Practice (CoP) CoPs play a critical role in implementing GEO’s mission, connecting GEO to the broader scientific and user communities, and leveraging the synergies and potential that exist when groups and individuals collaborate toward a common goal The Task Team for ID-04 will continue to provide clear guidance for groups wishing to create a GEO CoP The UIC continues to encourage the establishment of new CoP, and to provide oversight of their progress

Coordination Activities CBC, STC, and ADC Continued activities in support of multi-Committee efforts: • The Call for Proposals seeks to promote practical applications of Earth observations for improved decision making and to highlight specific examples of how Earth observations can benefit society. • The STC GEO Label concept and Continuity Indicators effort (both still in the early phases), • ADC activities centering on usability testing support for the GCI.

The UIC Recommends to GEO-VIII Plenary: Recommendation 1. • Noting that the “Engagement of Users”, which is currently the role of UIC, has been a Priority of GEO since 2005, and Version 2 of the Work Plan states that it “is structured to build a user-driven GEOSS and to engage users, especially those in developing countries”. “the Plenary shouldmaintain this priorityin the implementation of the new Work Plan management approach”

  16. The UIC Recommends to GEO-VIII Plenary: Recommendation 2. Since the UIC has shown that “success for GEO begins and ends with the users”, “the new implementation board terms of reference should include the charge to determine as soon as possible whether there has been sufficient user engagementfor each of the GEO Strategic Targets so that they become more achievable and thus more measurable”

  17. The UIC Recommends to the GEO-VIII Plenary: Recommendation 3. The Plenary should recognize the importanceof the Communities of Practice within GEO and for the development of a “User Driven GEOSS”. “Both their creation and continuance must be ensured in the future of GEO. Their growing role of synergy and networking within GEO must continue to be leveraged in the new management approach.”

  18. The UIC thanks the Plenary for establishing the User Interface Committee in 2005. The Members believe that the UIC’s work has exceeded your expectations and benefitted GEO. We hope that our recommendations are accepted by the Plenary for action.
