OVERVIEW • HMEP Grant Purpose: Increase effectiveness in safely and efficiently handling hazardous materials transportation incidents. • Eligibility: The State of California’s political subdivisions and federally-recognized Tribal Governments within California that have not applied directly to US DOT/PHMSA for funding under this grant program are eligible to apply. • PHMSA Top Priority: Reduce risks associated with the bulk transport of crude oil by rail.

SUPPORTED PLANNING ACTIVITIES • Supported Planning Activities: • Develop, improve, implement emergency plans/procedures • Emergency response drills and exercises • Determine hazardous materials flow patterns • Assess the need for regional HazMat response teams • Funding expected to be available: $ 515,020 • To be distributed to agencies within all six LEPCs • State-level initiatives will be occurring as well

IS THE PROJECT ALLOWABLE? • Focus is Hazardous Materials in transportation for commerce? • Beneficiaries are public agency HazMat responders? • If either is NO, the project is not allowable • The intended outcome(s) directly supports State objectives? • If NO, the project may not be funded • Resources: Cal OES HMEP Web page Sub-grant Announcement Cal OES Sub-grant Guidance PHMSA Activities & Expenditures Guide Regulations (49 CFR 110, 49 CFR 18, 2 CFR 225)

HOW DO I DEVELOP THE PROPOSAL? • Project Narrative • Narrative is the road map • Align with the intent of the grant and Cal OES Objectives • Work Schedule and Deliverables Form • Work Schedule is the timeline • Consider internal processes • Budget Sheet • Budget is an estimate • Costs must be allowable • Budget Narrative • How did you come up with those numbers?

WHAT OTHER FORMS ARE REQUIRED? • Designation Statement • Project Manager • Financial Officer • Authorized Agent • Application Form • Carry Budget figures and Project Manager info forward • Assurances • Those on Designation Statement need to be familiar with provisions • Signature assures compliance

WRAP UP • Filing deadline – June 2, 2014 • Signed by the Authorized Agent by this date • Submit electronically to HMEP Grant Administrator by the deadline • Send hard copy to HMEP Grant Administrator postmarked by the deadline • What happens next? • LEPC approval and prioritization • Offer of funding by Cal OES • Applicant signs and returns acceptance documents • Performance period begins • Sub-grantee Webinar
