Principal Survey • Results will be used to rate educator preparation programs this year • Continuing Professional Education (CPE) credits • 1 cpe = completion of principal training • .25 cpe = completion of each survey completed and submitted • Texas Education Directory (AskTED) • Maintain updated • Additional information regarding the survey will be emailed to superintendents, human resources personnel, and principals using email addresses located here • Survey collection began on April 4, 2018 • All surveys must be submitted by June 15, 2018. • ?????? principalsurvey@tea.texas.gov and FAQ

NEW: Pilot Principal Survey • approved by the SBEC to better reflect the teacher standards and teacher evaluation system currently in use across the state. • Principals are being asked to contribute to this important survey development process by completing a pilot principal survey for their first-year teachers. • Principals will receive emails with a specific link to a pilot survey for a first-year teacher on their campus upon completion of the current survey. • Participation in the pilot survey process is voluntary • Principals are encouraged to make use of their appropriate designees to help with completing the pilot surveys. • Principals (or their designees) will earn five (5) Continuing Professional Education (CPE) credits for each pilot survey that is submitted. • Key Dates for Pilot Principal Survey data collection: • Ongoing, April – June, 2018 – Principals will receive pilot survey links via email • Friday, June 29, 2018 – Final date to submit pilot principal surveys • Questions on PILOT SURVEY: pilotprincipalsurvey@tea.texas.gov

NEW: Pilot Teacher Survey • New teachers under a standard certificate must respond to a survey at the end of the first year of teaching regarding the effectiveness of educator programs (EPPs) in preparing them to succeed in the classroom. • Teachers will receive an email on April 18, 2018 with a link to the survey to be completed.   • The email will be sent to the email address associated with their Educator Certification Online System (ECOS) Educator account.   • It is important that all pilot teacher surveys are submitted by June 15, 2018. • Teachers will receive 10 continuing professional education (CPE) hours upon completion of the survey •  For questions not addressed in the FAQ or assistance needed, please send an email to: pilotteachersurvey@tea.texas.gov

NEW certificates • Effective September 1, 2017 • Intern Certificate - valid for one year, for EPP candidates who have passed the content tests and met certain additional requirements of the program; may not be renewed. • Probationary Certificate - valid for one year, for EPP candidates who have passed the PPR and all content tests, and met certain additional requirements of the program; may be renewed one time.

Educator Certification Exam Retake limit CHANGE • Texas Education Code §21.048 limits candidates to four attempts to retake any educator certification examination. • A subsection of the law, which currently counts all attempts of the same examination taken before September 1, 2015 as only one attempt, is set to expire. • Beginning September 1, 2018, all attempts of the same examination will count toward the five-attempt testing limit regardless of when the examination was first attempted.

Records Retention Schedule • Minimum retention periods for records normally placed in personnel and pay­roll files. • Incorporate the periods established by the Texas State Library and Archives Commission (TSLAC) or prescribed by federal and state law, rule, or regulation. • Board policy CPC Legal • Local record control schedule must meet these minimum retention periods. • Information on records management requirements is available on the Texas State Library Web Site (http://www.tsl.state.tx.us/).

FBI Civil Rap Back Program • Texas Department of Public Safety (DPS) Fingerprint-based Applicant Clearinghouse of Texas (FACT) • In the past, the subscription service only notified an entity of new activity to a Texas criminal history record. • Effective January 15, 2018, the FBI Civil Rap Back program allows an entity to receive notification of new activity to a criminal history record at the national level. • An employee is eligible for an FBI Civil Rap Back if they were fingerprinted after June 1, 2015. • An employee fingerprinted before June 1, 2015 must be re-fingerprinted to become eligible for the FBI Rap Back program. • There are no additional fees for creating a Rap Back subscription on an eligible employee.

School district impact – FBI rap back • Districts must determine whether or not to require new hires and existing employees who were fingerprinted prior to June 1, 2015 to be re-fingerprinted. • If they are not re-fingerprinted, the district wouldn’t be notified of an event that occurs with an individual outside of Texas. • If a district chooses to re-fingerprint its current employees, cost will be a major consideration. • Districts will need to determine which employees will be reprinted and when it will be done. • One option is to reprint in phases based on job groups. • While there is no requirement to use the FBI Rap Back program, the risk of not enrolling will also need to be considered.

Overview • The purpose of the Texas Educators’ Ethics Training is to provide Texas educators and administrators, as well as other school personnel, with an understanding and awareness of what behavior constitutes inappropriate educator conduct, as well as strategies to recognize, prevent, and respond to inappropriate conduct. • The training is designed to strengthen educators’ knowledge of appropriate conduct regarding interactions and relationships with students within the classroom and community, as well as provide context and processes that encourage acquiring, refining, and sustaining learning and resources related to educator ethics.
