  1. Escondido Resource Recovery 1044 W. Washington Ave. Escondido, CA 92025 37-AA-0906 1 2 A self haul customer unloaded several30 gallon trash containers filled with an unknown waste within heavy duty clear and black bags. A bag of debris was also unloaded with the waste seen at white arrow. Photo #1 was taken looking southeast. When the generator turned over the containers to empty out the waste, liquid was observed leaking out of the bags. The liquid was sampled by the LEA using pH paper and measured above 12. Washington Ave. Escondido, CA 92025 37-AA-0906 3 Another trash container within the generators trailer contained approximately 30% liquid and was sampled by the LEA with pH paper and measured above 12.0. The generator identified the waste as concrete. The bag of debris in photo #1 was observed to contain empty cement and plaster bags. The generator removed and retained the liquid waste from the bag in photo #3 and disposed of the solid portion of the waste at the transfer station. Photo #3 was taken looking north. Photos by A.
