  2. Why? • Expand our capacity to acquire measurements with limited in-house personnel • Provide timely support services • Successfully satisfy expanding mission requirements

Desired CO-OPS Outcomes • Understand importance of successfully managing CO-OPS contracts • Build a case for establishing CO-OPS wide support and commitment...understand that we are now doing business a different way • Increase job satisfaction in CO-OPS across the board • Redirect FTEs away from performing routine activities to more challenging priority activities • Build an organizational infrastructure to match increased capability to acquire data • Understand that success is based on how well we work with our contractors

How We Got Here • Late in FY04, requirement to do tides and currents work in Alaska via earmark • In concert with NOAA Acquisition and Grants, the decision was made to write an order against GSA Schedule owing to the ability to have an award in two months • Unfortunately, a protest resulted in field work being delayed to FY05

  5. CO-OPS Future • What contract vehicle will best satisfy the CO-OPS vision for providing long term environmental field services? • Discussions between CO-OPS and the NOAA Acquisition and Grants resulted in the decision to develop an Indefinite Delivery Indefinite Quantity (IDIQ) Contract.

  6. IDIQ What? Allows multiple awards which facilitates the selection of a cadre of contractors who collectively provide the full range of desired capabilities for all geographic operational areas.

  7. IDIQ How? Work is accomplished via task orders. Each IDIQ contractor has the opportunity to submit proposals for each task order. Task orders can generally be awarded within 30 days.

  8. IDIQ Task Orders Each task order generally results in a firm fixed price award; thus, putting the risk on the contractor. Even though the process provides flexibility, it also results in more work for CO-OPS to develop and manage each task order.
