Case Study – Current Ash Reuse • Netherlands, France, Germany, Denmark, England • Coarse aggregate, foundations, road fills, asphalt, construction projects • Some pretreatment (sieving, pulverizing, stabilization) • Restrictions: drinking water protected areas, stormwater catchment areas, distance from groundwater

Public Opposition • Toxicity (lead, cadmium, dioxins) • Toxicity “hot spots” • Aluminum + water  Hydrogen Gas + Spark = EXPLOSION • Long term leaching given localized soil characteristics (TCLP is harsh landfill over short time frame, longer time frames untested) • Management to ultimate destination (loose fly ash)

  6. Conclusions • Areas that reuse ash in landfill-strapped areas • Various reasons for public opposition • US incineration plants currently designed to mix ash waste streams (fly ash + bottom ash), less likely to be reused • Unlikely to move forward without strict regulations regarding reuse
