  2. COTO Road MaterialsCommittee (RMC) Goal To coordinate and guide SA development in terms of: • road building materials, • pavement design, • road network management, • pavement construction, maintenance and rehabilitation

  3. COTO RMC (cont) Actions: • Facilitate technology transfer amongst road authorities • Collate state of the art technology and practice • Develop national standards • Produce / revise relevant TRH and TMH

  7. PRIORITIES FOR REVISION OF PUBLICATION • TMH1 – Standard Methods of Testing Road Construction Materials • New TMH on surveillance methods. • TRH12 – Guidelines for Pavement Rehabilitation • TRH4 – Pavement Design • TRH20 – Unpaved Roads • TMH8 – Traffic Counting

Revision of publications - progress TMH1 • Set 1: A1to A5 – published by SABS end June 2006 • Set 2: A6 and B18 + two new methods – second draft submitted to SABS end of May 2006 • Set3:A7 and A8 + one new method– first draft to industry May 2006 All three sets published by SABS by the end of 2006 – SANRAL, PAWC

  9. Revision of publications - progress • New TMH on surveillance methods: Guidelines for Network Level Measurement of Road Roughness – draft May 2006 - PAWC • TRH 12 Guidelines for Pavement Rehabilitation Draft by end May 2006 - SANRAL

  10. Revision of publications - progress TRH 4 Structural Design of Road Pavements • Revision of SA mechanistic empirical design method – PRAC H. Theyse – work proposal prepared for SANRAL • Development of a new design method proposal by Dr F Jooste

  11. Revision of publications - progress TRH 20Structural Design of Unpaved Roads • TOR prepared to be advertised for tenders – NDOT TRH 8 Traffic counts Guidelines for bitumen stabilised materials (FB and ETB)

  12. COTO RMC Issues: • Lack of formal structure for approvals and publishing of documents - Road Coordinating Committee (RCC) not functioning • Lack of national research fund • Need for other COTO committees to be reactivated.

  13. COTO RMC Points of interest • New procurement system for professional services: Competitive selection on balance between competence and price • Preference for accredited laboratories • Request for a QMS from consulting engineers (ISO 9001 or similar) • Reactivation of COLTO specification committee – compatibility with CIDB requirements and revision
