  4. Background Hawthorne Village: • South Apopka • 13th St. and Hawthorne Ave. • 12 Acres

  5. Background Hawthorne Village: • 84 unit farm worker housing development built in 1981 • Construction was financed by the United States Department of Agriculture (U.S.D.A.) • U.S.D.A. provided a $1.7 million dollar grant and $1.2 million dollar loan to build Hawthorne Village

  6. Background Hawthorne Village: • Title to the property was vested in the Orlando Housing Authority (OHA) • OHA also provided property management services at the complex

  7. Background Hawthorne Village: • In 2003, title to the property was transferred to Homes In Partnership (HIP) and they assumed the outstanding U.S.D.A. loan balance • HIP, Orange County and the U.S.D.A. agreed to coordinate resources to conduct repairs to the complex • In March 2004, Orange County committed $1,000,000 of program funding to assist with renovations

  8. Background Hawthorne Village: • Due to construction cost increases, hurricane damages in 2004 and other factors, it was determined that any effort to renovate the complex would be cost prohibitive • In September 2006, HIP vacated the tenants and the buildings were demolished

Re-Development Plan New Horizons: • HIP conducted community meetings to align redevelopment plans with the community vision for the site • The consensus was the site should be redeveloped as a single family affordable housing development • HIP met with representatives of the Planning Division and concluded that a 56 unit single family development would be consistent with the Future Land Use for this site

  11. Re-Development Plan New Horizons: • Proposed development, New Horizons, was approved by the Board of County Commissioners at a Public Hearing in September 2008 • HIP and the City of Apopka have committed or expended financial resources • Construction will comply with Green Building standards • Units will be sold at a sales price of approximately $129,900

  12. Re-Development Plan New Horizons: • Orange County will utilize it’s HOPE III program income to pay the outstanding loan balance of $395,389 as requested by the U.S.D.A. • U.S.D.A. agrees to release all restrictions limiting use of the property

  13. Re-Development Plan New Horizons: • A mortgage note of $395,389 payable to Orange County will be recorded against the property with the following conditions: • Properties must be constructed and sold by June 2013 • Homes must be sold to low/moderate households

  15. Action Requested Approval of an Affordable Housing Funding Agreement between Orange County, Homes In Partnership, Inc., and Hawthorne Village Corporation of Apopka, a subsidiary of Homes In Partnership, to pay the outstanding balance of $395,389 to the U.S.D.A.
