  3. Universal Resource Identifier • Koostuu merkistöryhmästä US-ASCII, numerot 0-9 sekä muutaman erikoismerkit mm. +-”%&/_-:~* • Kohde on pystyttävä ilmaisemaan merkein, jotka on mahdollista siirtää tieto- koneen avulla • URI helpommin muistettavissa, kun se onlooginen • URI Spesifikaatio
