  26. BOATRACS BOATRACS is a commercial vessel position monitoring system (VMS) designed to automatically report fishing vessel position and activity to the National Marine Fisheries Service. VMS is installed on certain commercial fishing vessels by the National Marine Fisheries Service to manage the depletion of fish stocks by governing catch sizes, limiting allowable days at sea, and regulating certain fishing territories

TIMELINE • January 23, 2007: The LADY OF GRACE departed New Bedford, MA • January 25, 2007: The LADY OF GRACE reached the fishing grounds • 1753, January 26, 2007: The LADY OF GRACE reported she was returning due to weather conditions and excessive ice build-up • 2326, January 26, 2007: BOATRACS (VMRS) did not receive the automated thirty minute position communication ping from the LADY OF GRACE • 0506, January 27, 2007: CFV in the area contacted the Coast Guard and reported the LADY OF GRACE was not responding to radio calls • 0949, January 27, 2007: A Coast Guard helicopter discovers an oil sheen in vicinity of LADY OF GRACE’S LKP.

Timeline (Continued) • 1349, January 27, 2007: Coast Guard Station Brant Point rescue boat discovers debris in vicinity of the LADY OF GRACE”S LKP • 1400, January 28, 2007: Massachusetts Law Enforcement Council dive team (SEMLEC) dove and discovered the LADY OF GRACE submerged in approximately 56 feet of water, 12 miles from Wood’s Hole in Nantucket Sound • January 29, 2007: MA State Police dive on LADY OF GRACE and find one deceased crewmember • January 29, 2007: SSENE meets with vessel owner insurance reps to discuss vessel • January 30, 2007: Insurance Representative hires commercial divers to plug fuel oil service tank vents • January 30, 2007: COTP Sector Southeastern New England issued a letter to the vessel owner regarding the hazard to navigation and environmental risk the vessel presented • February 21, 2007: MA State Police dive on the LADY OF GRACE again and find one additional deceased crewmember, two remain missing

Timeline (Continued) • February 28, 2007: Coast Guard First District determines the LADY OF GRACE is a hazard to navigation and issues letter to ACOE requesting assistance in removal • April 24, 2007: Environmental response equipment is staged in Hyannis in case needed, with ready vessel and crew. • April 25, 2007: LADY OF GRACE is raised by DonJon Marine and placed on deck barge for transport to Quonset RI for further securing before transit to New York. • April 26, 2007: LADY OF GRACE is searched while moored in RI and no crewmembers are found • May 01, 2007: During scrapping operations approximately 7,000 gallons of pure diesel fuel was removed from the vessel • May 14, 2007: LADY OF GRACE scrapping complete • January 25, 2008: LADY OF GRACE investigation complete and four briefs orchestrated – family, owner, local government and media
