Teach a person to fish and they will never be hungry.” The Auxiliary Boat Crew Training Manual is the first resource for any questions on “how” the Boat Crew Qualification Program works. Phase I - Qualification “Initial entry into the program, in which the member learns and demonstrates the knowledge and skills required to perform missions that may be assigned.” Phase II - Certification “Initial command verification that the member has acquired the necessary knowledge and skills, and then annual verification that the member has retained those skills.” Phase III – Currency Maintenance “The annual completion of minimum activities required to maintain and demonstrate proficiency.   4. Changes to Currency Maintenance • Currency Maintenance changes from a 5-year cycle to a 3-year cycle • Annual minimum underway hours increased • Annual tasks and associated recordkeeping: ELIMINATED. D1NR Conference

  7. Currency Checkride • No annual tasks. The former 5 year tasks done with a QE is now a checkride done with a QE every 3 years. • The checkrides are effectively identical to the initial qualification checkrides. Practice and competency will be essential! • QE reports results of checkride to OTO for handling, no special Auxiliary IS staff handling D1NR Conference

  8. Annual Training • No change to Ops Workshops. If required for a given year, must be attended and recorded. • New addition: TCT refresher training is required annually, given locally (does not require a TCT Facilitator). If not done by 30 September, the member will be put into REYR status. D1NR Conference

  9. No Changes to 5 Year Training • Team Coordination Training (TCT) class required every 5 years • NavRules open book exam required for coxswains every 5 years • No activity at all for 5 years: Qualification removed, member must start over with a mentor to regain qualification. D1NR Conference

  10. Missing Things that can lapse Certification (REYR or REWK) • TRAINING REQUIREMENTS: 5 year TCT, NavRules (for coxswains), Workshops (only if required), annual TCT refresher. Missing any of these just requires handling the missing item. • CURRENCY MAINTENANCE: annual hours, triennial checkride. Missing hours requires either partial year number or complete makeup. Missing checkride requires performing the checkride (which re-establishes the time for the next checkride). D1NR Conference

Recertification • No complicated “how long have you been in REYR”. • Missing a Training item: do the missing training. • Missing a Currency item: make up the missing hours underway as a trainee; take the missed checkride. • Each missed item stands on its own for makeup requirement D1NR Conference

Formal Missed Hours Policy • Missing some hours for just the last year: makeup only the missing hours • Missing hours for more than the previous year: makeup 12 hours as a trainee • Missing hours for more than 5 years: qualification must be started over (all tasks done with mentor, then qualification checkride) D1NR Conference

  15. MT Staff Responsibility? Member Training staff (normally FSO-MT) must insure that candidates have all pre-requisites done BEFORE a QE is requested (regardless of who requests the QE). The prerequisites depend upon whether this is initial qualification, currency checkride, or REYR-removal checkride. D1NR Conference

  16. Currency and REYR removal • Currency checkrides: NavRules current for coxswains, underway hours current • REYR checkride: all items (particularly items that caused the REYR) are OK: TCT, ICS, NavRules for coxswains, makeup underway hours as trainee D1NR Conference

Initial Qualification Checkride • Use the checklists at www.d1nr-bcqp.us to insure pre-requisites are complete or candidate has relevant proof for QE • Crew: boating safety course, ICS, initial TCT, candidate is competent and ready to demonstrate skills • Coxswain: initial proctored NavRules, 28 hours or more underway as crew, ICS, TCT current, all required tasks, candidate is competent and ready to demonstrate skills D1NR Conference

How do I check Hours?(fine print here!) • Your FSO-IS or SO-IS will probably need to help you with this…but here are some pointers anyways: • For initial qualification coxswains: POMS, AUXDATA, or AUXINFO can provide verification of crew 28 hours (note: might be across more than one season) • For normal currency checkride: POMS, AUXDATA, or AUXINFO can provide current year underway time (only what has been submitted, not what hasn’t made it to IS) • For REYR removal: this is more complicated, because it is trainee time that must be verified. Ask your IS officer. (POMS and AUXDATA are instant once data is entered, AUXINFO lags AUXDATA by as much as a week) D1NR Conference

  19. Before Any Check Ride Candidates must truly be ready. Mentors must agree (for initial qualification). The Flotilla Commander must agree (either through personal knowledge or by knowledge of the FSO-MT and/or FSO-OP). Many people are involved with a check ride (facilities, crews, QEs, candidate(s)); it is important to make sure this will be a productive session, and not have to revert to a training session D1NR Conference

  20. QE Scheduling • QEs (and checkrides!) are the very last step in initial qualification or currency • D1NR uses a distributed (rather than hiearchical) QE request process: any organizer just asks a QE or QEs….use the list in the District Directory. • QE are DISTRICT resources, not local…but try to get as local a QE as possible • QEs are volunteers with their own family and Auxiliary lives….schedule well in advance of your need D1NR Conference
