  3. Activity Update • Contact Center 24/7 as of October 19 • Adobe Reader versions released • Version 8.1.7 and 9.2 • Grants.gov compatible versions • 8.1.1 – 8.1.7 • 9.0 – 9.2

Activity Update • March 3, 2009 completed transition to Adobe • April 27 highest applications received; 8,392 • Accomplished 6 system builds • Implemented 67 system enhancements • Incorporated the registration process into Grants.gov • System validating applications in less than 3 minutes • Service Level is 48 hours • Conducted 72 interactive sessions reaching 6,930 community stakeholders • Began Technical Augmentation Design (Boost) • Conducted self assessment for security

GAO Audit RecommendationsGrants.gov Corrective Actions Approach • Performance measures related to system availability • Short term - Utilize new monitoring tools; Foglight, Oracle AD4J, EM7 • Mid/Long term – Develop technical and business performance measures for inclusion in Request for Proposal for replacement contract • Budget and funding model – Roles and Responsibilities • Short term – Grants.gov PMO working with HHS Chief Information Office to ensure full adherence to the HHS Capital Planning and Investment Control Process • Grants.gov PMO will develop and as approved by GEB execute an annual budget • Mid-Term – HHS will propose roles and responsibilities for the GEB, GPC and GMLOB • Conferring with each group as well as engaging in the ongoing governance analysis process

Identify and implement a Grants.gov “applicant user group” or other systematic approach for obtaining grantees’ input • Short term – Grants.gov reviewing current processes and will comply with Federal Advisory Committee Act (FACA) • Mid/Long term – Execute stakeholder involvement strategy and leverage input in the design requirements of the next generation of Grants.gov 4. OMB should work with HHS and stakeholders on government-wide policies for processing grant applications • Short term – HHS and GEB will lead the process to develop a packet of streamlined forms and policies to present to GPC Pre-award work group • HHS and GEB revisit and streamline registration process • Mid/Long Term – Grants.gov adopts standards from GPC/GEB direction for next generation of Grants.gov

OMB should ensure that grantees have a structured, ongoing means to provide input on the development and implementation of government-wide grant application policies and procedures • Short term – Grants.gov continue with all outreach activities • Per item #3 Grants.gov to develop interim and longer-term stakeholder involvement strategy • Long term – Comply with FACA requirements

  8. Grants.gov “Next Generation” • Conduct requirements analysis on the find and apply process • Requirements document will be included in Business Case Analysis to identify future system requirements • Develop Request for Proposal
