Root Problems • MF’s treated like forts! • Every MF in OIF, with the exception of CASS MF’s, was deconfigured on a massive level. • Benches removed • Shelves removed • Desks unbolted and removed • All shelving/cabinetry removed • MF’s gutted in the interest of providing “office space”. • IMRL ancillary to the MF removed and put in a hangar. MF becomes an office. FOUO

  3. Root Problems • No Hardware • Door hinges and bolts missing. • Sidewall attachment bolts and washers missing. • H700 locks missing. • ECU shoring kits missing, to include shoring blocks for the top of the ECU. • ECU bolts and washers missing. FOUO

  4. Root Problems • Careless MF Handling • Dented and punctured MF’s. • SOMF side walls carelessly stored. They ended up bent, dented and punctured. • Mangled butting kits not replaced/ordered. FOUO

  5. Bottom Line • MF’s forward deployed should be treated the same as garrison MF’s with extra attention given to PM’s. FOUO

  6. History’s Lessons • “The way we have always done it” hasn’t worked. As a result we now have: • Over 200 OIF MF’s either surveyed in place or returned to garrison operation in deplorable condition. Not because of the environment, but because of the lack of a dedicated MF management program and maintenance mindset. • A significant number of MF’s across the fleet no longer correctly configured. • Critical shortages of hardware such as bolts, washers, circuit breakers, power cables and power cable power heads, not readily available in the supply system. • Finding a new ECU is akin to a Big Foot sighting.   7. History’s Lessons • $5.67 Million will be spent over the next three years in order to refurbish MF’s returning from OIF. FOUO

  8. Roll-Up • Requirement: • Mobile Maintenance Facility MOS. • Scheduled Depot Level Maintenance Event for Mobile Facilities. • Common Container Solution for Supply, managed through the MF Program Office and supported by the creation of an MMF MOS. • A committed effort to MF program management at all levels. FOUO
