IMSI Administrator Report • Current Code Assignments • The 7 MCCs assigned to the US are 310-316 • US created the Home Network Identifier (HNI) = MCC+MNC • Codes Not Available for Assignment: 10/MCC - Per Section 8.4.2 of Guidelines, in order to support inter- networking with wireless network licensees requiring backward compatibility for existing mobile networks only identified by 10 digit MINs. • Codes Assigned to GSM-based service providers - MCC 310: 87 - MCC 311: 10 - MCC 316: 2

IMSI Administrator Report • Administrator’s Response to Agreements Reached • At February 7-8, 2001 Meeting • The MNC XXO assignment process for GSM operators is being continued by the Administrator • GSM operators are not being assigned MNCs outside of MCC 310 by the Administrator • The Administrator has begun the reclamation process for MNCs in MCC 310 in accordance with the Assignment Guidelines

IMSI Administrator Report • Administrator’s Response to Agreements Reached • Reclamation Process – MNC 310 • Letters have been sent to 17 service providers (see handout) • 5 responses received – 3 deployed, 2 reclaimed ISSUES: • Does IOC want to proceed with reclamation process • Some service provider addresses may be out of date and IOC review would be beneficial • There is a request from Voicestream Wireless not to issue multiple codes to GSM-based service providers based on their return of codes from companies they have acquired in order to replenish the database

IMSI Administrator Report • Administrator’s Response to Agreements Reached • Issues Associated with MNC 311 • Letters have been sent to 5 US-based service providers (see handout) • 2 responses received – 1 deployed, 1 still considering deployment • Letters have been sent to 3 island-based service providers within the NANP (see handout) • 1 response received – code returned

IMSI Administrator Report • Administrator’s Response to Agreements Reached • Assignment Guideline Agreements • Letter assigning HNI has been revised to request return of Form C, deployment confirmation (see handout) • Form A has been revised to request applicants to advise area of service and whether GSM based, and a note added to remind applicants to attach copy of wireless license (see handout)
