SAQA RESPONSIBILITY • To oversee the development and implementation of NQF: • The NQF was established under the SAQA Act to create a single integrated national framework for learning achievements. • Enhance the quality of education, training and career paths. • To formulate and publish policies and criteria for: • The registration of bodies responsible for establishing education and training standards. • The accreditation of bodies responsible for monitoring and auditing achievements in terms of such standards or qualifications. • Other responsibilities are: • Standards setting • Quality assurance • NLRD

RTMC TO BE RECOGNISED AS A PROFESSIONAL BODY – IN TERMS OF THE NQF ACT (ACT 67 OF 2008) • Professional body – a body of expert practitioners in an occupational field. • Sections 28 – 31, Notwithstanding the provisions of any other Act, a statutory and non-statutory body shall: • Cooperate with the relevant Quality Councils. • Apply to SAQA to be recognized as a Professional Body. • Professional Body wishing to be involved with qualifications, must enter into a formal agreement with the QCTO (AQP). • Outstanding Criteria to be met after SAQA evaluation: • Be linked to a valid data base with names of individuals. • Adhere to a Professional Code of Ethics. • Continuous Professional Development (CPD).

PROFESSIONAL BODY OBJECTIVES • Contribute to building the national education and training system. • Advance of the objective of NQF. • To promote the understanding based on trust in profession, pride in association and protection of the public. • Encourages social responsibility and accountability. • Improved career advisory services. • Facilitates access to and analyse data related to a profession for the purpose and use as prescribed by the NQF Act.

THE QUALITY COUNCIL FOR TRADES AND OCCUPATIONS (QTCO) • NQF Act provides for three QC’s: Umalusi, QCTO and CHE. • Each QC is responsible for a sub framework on the NQF. • QCTO responsible for standard setting and quality assurance of occupational qualifications. • QCTO delegates its authority to two Quality Partners (SLA’s). • Development Quality Partner (DQP) – manage, fund the process of developing occupational qualifications. • Assessment Quality Partner (AQP) – ongoing role: • assessments • national database • accreditation of assessment centres • recommend accreditation of providers • verify practical components
