Progress of roadmap action 1

Roadmap towards promoting and enhancing an integrated, territorial approach based on the TA 2020 accepted by the Ministers

The origins for the NTCCP survey

Action 1:

  • Stage 1 – preparation of a survey on how Members States integrate place-based approach into public policies on national, regional and local level.

  • Stage 2 – develop a methodology on how to integrate the place-based approach into public policies on national, regional and local level.

  • Stage 3 – dissemination of the methodology and results of the survey as good practice throughout exchange of best practices, workshops, conferences, publications.

Progress of roadmap action 1

The rationale for the survey

  • To heat up European debate on the territorial

  • approach to development. To integrate economy and space.

  • To show added value of such approach in different policies

  • To convince the others that territory matters for development policies we have to show that we make use of the place-based approach in our countries.

Progress of roadmap action 1

Main ingridients of the place-based

  • Capable Institutions for development of individual places and all places in harmony

  • Knowledge on the overall developmental context (of all places)

This is only an example. Many other configurations are possible e.g. regional versus local

  • Knowledge on individual development context(territorial capital, other type of local/regional potential etc.),

  • Impact assessments of different policies,

  • Institutional frame for multilevel governance dialogue including instruments,

  • Dialogue between different developmental agents/institutions .

Progress of roadmap action 1

Preliminary findings (26 countries)

1. All the necessary ingredients of the place based approach are in place.

Knowledge on territorially differentiated socio economic development has been collected in almost all countries although using different methods and techniques

Progress of roadmap action 1

Preliminary findings (26 countries)

2. Main reasons of success

  • Strong culture of public debate

  • Active and capable local/regional governments and stakeholders

  • Territorial impacts of national policies by local stakeholders

Progress of roadmap action 1

Preliminary findings (26 countries)

3. There is no uniform template of the Place Based approach. Countries’ approaches differ.

There is no clear proof for correlation between number of types of actors engaged in dialogue and size/type of the country

small countries

federal countries

large countries

Progress of roadmap action 1

Preliminary findings (26 countries)

  • Territory is an important topic for cross-governance dialogue within the place-based frame

%

  • Key subtopics:

  • Strong cities >60%

  • Functional regions>70%

  • Accessibility and transport>80%

  • Public services of general interest>65%

  • Rural regions>75%

  • Problem regions>78%

  • Environment and nature > 70%

Progress of roadmap action 1

Preliminary findings (26 countries)

5. Some elements of the Place Based approach needs strengthening

50% of countries are not satisfied with the current state of the cross-governance dialogue

Progress of roadmap action 1

Preliminary findings (26 countries)

5. Some elements of the Place Based approach needs strengthening

Only in 57% of our countries local governments are able to asses the impact of upper level policies and formulate expectations on them

Number of countries

Progress of roadmap action 1

Preliminary findings (26 countries)

5. Some elements of the Place Based approach needs strengthening

Number of countries where instruments were used

We should focus on impact assessments, and planning in line with functional geography

Progress of roadmap action 1

Preliminary findings (26 countries)

5. Some elements of the Place Based approach needs strengthening

Knowledge on territorial development is collected by national authorities mainly from statistical sources, permanent monitoring systems are less popular.

Is this evidence based dialogue?

6. There is a need to focus our efforts on implementation of the Place Based approach on some policies
