E-Tag Issue • Source BA denying curtailments done 10 mins in the past • Have their system set for 5 mins • Feel following INT-010-WECC-CRT-2 violates NAESB standards in regards to inadvertent and reliability timelines • They previously brought these issues to the OC but were “ignored” • EIWG recommended that they follow the 10-min rule and submit comments on WECC-0077, which was out for comment at the time

Proposed Guideline for e-Tag Ramp Durations • At April 2012 meeting, ISAS voted to put the proposed guideline out for comment • May 4 – Posted for 30-day comment period • June 26 – EIWG discussed comments via webinar • June 27 – Comments and revised guideline posted for ISAS review • June 29 – WECC notified ISAS that approval items had been posted

Proposed Guideline for e-Tag Ramp Durations • Comments received from the CAISO and Powerex • Compressed tables into one by deleting all of the request types since the ramp durations were the same for all • Added a column in for curtailments since there were exceptions for this specific request type

Proposed Guideline for e-Tag Ramp Durations • Right after posting the revised guideline, this was brought to my attention: INT-011-WECC-CRT-2, Ten Minute Recallable Reserves, posted at http://www.wecc.biz/Standards/Development/WECC-0079/default.aspx states: WR2.  Each Purchasing-Selling Entity and each Source Balancing Authority that activates recallable reserves shall submit a downward e-Tag adjustment that includes each of the following characteristics: 1)    A start time that is no earlier than ten minutes prior to the submittal time. 2)    A default ramp duration of zero. Fix: change default ramp duration in table to 0?
